Property Services and Security Manager

**ABOUT THE ROLE**
In this role you will organise, control and coordinate the strategic, operational and security management of this agency's buildings and facilities. The position is responsible for ensuring the proper and efficient operation of all physical aspects of the properties and facilities, to create and sustain safe and productive environments for staff, stakeholders including members of the public.
**DUTIES**
- Lead a small team and external contracted service providers in the operational management of all facilities and security
- Undertake the role of Agency Security Advisor
- Responsible for the implementation and maintenance of the Safety Management System, actively participate in and contribute to the Workplace Health and Safety committee and provide assurance to the Executive on work health and safety matters.
- Establish, negotiate and manage contracts for leased premises and storage on behalf of in excess of $3 million.
- Responsible for the management of infrastructure works, capital works and maintenance programs for all aspects of the properties and facilities including utilities, essential services and security.
- Manage budgets, monitor expenditure and ensure appropriate expenditure on external service providers on behalf of the Commonwealth.
- Manage risk on behalf of the organisation through ensuring both business continuity and disaster management arrangements to protect the priceless and irreplaceable Collections managed by AIATSIS.
- Provide high level stakeholder management including representing the organisation at external and internal forums.
- Effectively manage external services contracts including ensuring that statutory compliance systems and Workplace Health and Safety requirements are fulfilled.
- Provide strategic advice and ensure that the strict physical, security and environmental requirements for the AIATSIS collections and staff are met at all times.
- Create, maintain and review systems associated with regular maintenance tasks that ensure mínimal interruption to the daily operations within the
- Provide regular reporting on the capital works program, contracts, and all facilities matters.
- Maintaining and amending effective procedures to achieve security outcomes that are consistent with the AGPSPF and other Australian Government policies and legal requirements.
- Accountability for monitoring departmental compliance with mandatory security practices and training.
- Undertake research and provide technical advice on equipment requirements including industry standards across a broad range of technical fields in planning improvements to the physical environment.
- Managing AIATSIS's response to security-related incidents and emergencies in accordance with mandated and best practice procedures.
- Other duties in line with the EL1 work level standards as directed.
**DO YOU HAVE?**
- Excellent understanding of the working of Building Code of Australia and Building Compliance issues including mandatory registration of services.
- High level analytical and problem solving skills including the ability to exercise sound judgement and think strategically.
- Strong organisational and time management skills including the ability to prioritise workloads and meet tight deadlines within a busy environment under limited direction.
- Strong oral, written, interpersonal and representation skills with the ability to build productive working relationships with internal and external stakeholders.
- Demonstrated leadership skills including sound team management experience.
- Ability to work autonomously with limited direction to meet business outcomes.
**MANDATORY QUALIFICATIONS AND EXPERIENCE**
- Relevant tertiary qualifications or significant experience in facilities and capital project management in a public sector environment.
- Demonstrated awareness of Workplace Health and Safety laws, regulations and requirements.
