**About the Liquor & Gaming NSW**
Liquor & Gaming NSW administers the regulatory framework for the liquor, gaming, wagering, casino and registered clubs sectors in NSW. This includes undertaking compliance and enforcement activities, providing policy advice to government, licensing certain activities and delivering industry support and education activities.

**About the role**
The Manager Regulatory Capability leads the capability development unit to develop, implement, monitor, and continuously improve a strategic framework for managing the learning and development, succession planning and talent retention needs of the Hospitality and Racing group, with its diverse range of operational activities and occupation groups.

**Essential Requirements**
- Tertiary qualifications in organisational development, learning and development, adult education or equivalent, and/or extensive demonstrated experience leading a capability development function.
- Certificate IV in Training and Assessment (or comparable higher qualification).
**Key Accountabilities**
- Provide advice and recommendations on organisational capability development in line with relevant public-sector frameworks and the operational and strategic needs of the organisation, considering the needs of different occupational groups.
- Develop effective frameworks for identifying, assessing and managing organisational capability risks, working collaboratively with the senior executive and management teams across the group to understand the potential impact of these risks to the achievement of organisational objectives.
- Develop and implement succession planning and talent-retention programs across the group to improve organisational capability and talent.
- Lead and oversee all aspects of project development and implementation across a portfolio of complex organisational capability development projects, including preparing business cases and project plans, establishing appropriate governance, identifying, allocating and managing resources, and meeting reporting requirements, to ensure project outcomes are achieved on time, on budget, to quality standards and in line with the Agency project management methodology.
- Develop and implement strategies and tools for the continuous monitoring and evaluation of capability development projects, including risk and contingency management, benefits realisation, and project impact and quality measures, to identify and address issues and assess project progress and overall effectiveness.
- Provide expert advice and information to stakeholders on emerging project issues and present recommendations to support project delivery in line with established plans, budgets, timeframes, policy objectives and other project priorities.
