About the role

An exciting opportunity has become available in the Hospitality and Racing division of the Department of Creative Industries, Tourism, Hospitality and Sport. We're seeking a dynamic and forward-thinking Senior Regulatory Capability Officer to implement learning and development strategies that enhance workforce capability across our diverse operational and occupational groups.

You'll be responsible for designing and delivering programs that build occupation-specific capability aligned with contemporary regulatory frameworks and practices, while contributing to a culture of engagement, professionalism, and values-driven performance. Your work will directly contribute to improving service delivery, community outcomes, and the regulation of liquor and gaming in NSW.

Key Responsibilities include:

  • Lead the development and delivery of learning programs to build regulatory capability.
  • Provide expert advice on program design, delivery and impact.
  • Collaborate across teams to embed capability uplift into strategic priorities.
  • Manage systems, projects and reporting to support continuous improvement.
  • Contribute to internal communications and staff engagement initiatives.
  • Help foster a connected, values-driven and high-performing culture

About You

We're looking for someone who combines practical regulatory experience with demonstrated capability development expertise. You may have worked in a formal learning and development role, or contributed to learning initiatives and supported others' growth on the job within a regulatory environment — and you're ready to apply that experience to uplift regulatory capability across the organisation.

Ideally you'll bring:

  • Demonstrated experience in learning and development — whether through formal learning and development roles, on-the-job development of others, or involvement in capability initiatives.
  • Experience working in a regulatory environment, with a solid understanding of regulatory practice.
  • Strong stakeholder engagement and project coordination skills, with a focus on practical impact and continuous improvement.
  • A collaborative mindset and a passion for contributing to internal communication, staff engagement and culture-building activities.
  • Formal experience in learning and development or organisational development is highly desirable.
  • Qualifications in L&D (e.g. Cert IV or tertiary) are advantageous, but not essential if you bring strong regulatory sector experience
