REPORTS AND REQUIREMENTS MANAGER

ASIS is Australia’s overseas secret intelligence collection agency. Its mission is to protect and promote
Australia’s vital interests through the provision of intelligence services as directed by the Government.
Its work can involve collecting intelligence relating to national security, international relations and
economic issues. It also contributes to Australia’s coordinated national efforts against terrorism,
proliferation of weapons of mass destruction, and trans-national issues such as people smuggling.
Role
Reports and Requirements Managers are responsible for ensuring that the reports and requirement
specialists are enabled to function within the Branch/Division multi-disciplinary teams (MDTs) in order
to provide a high impact to operational missions. Reports and Requirements Managers engage with
MDT Managers and monitor intelligence reporting and requirements capabilities, resources and work
maintained. Reports and Requirements Managers provide coaching, mentoring, performance feedback
and career development for the work stream in conjunction with MDT leadership.
Reports and Requirements Managers develop and implement strategic work plans for the work stream
including on high-level specialist issues, and where necessary coordinate surge responses to
requirements. Reports and Requirements Managers engage with Operational Capability Owners and
Role Specialisation Leads in regards to competencies for role specialist qualifications, and with other
Enabling Capability Owners in regards to requirements for the work stream. Reports and Requirements
Managers represent the organisation in a range of meetings, both domestic and overseas, and provide
advice and guidance to colleagues both in Australia and overseas that directly relate to their area of
expertise.
The service’s current reports officers are drawn from a diverse range of people with different cultural,
linguistic, technical and career backgrounds. These range from those with qualifications in English
literature, language skills, legal, intelligence analytical backgrounds and auditing.
This is a Canberra based position, with some opportunities for travel.
Key Responsibilities and Tasks
The following is an overview of key responsibilities and tasks:
Provide expert advice on reports requirements, doctrine and release (including technical
systems);
Prepare and maintain oversight over compliant, quality, intelligence product, including the
publishing of complex reports;
Mentor and manage reports officers in the work area, including input into performance agreements,
projects and professional development, and career guidance;
Contribute to processes for Reports Officer recruitment, placement, training, and certification;
Cultivate and maintain effective customer relationships and networks across the NIC and FVEYs
IC community.
Identify opportunities for intelligence diplomacy and work with relevant teams to develop targeted
products.
Conduct complex case reviews, oversee reports officers’ reviews and participate in key
operational decision-making meetings.
Manage/coordinate the multiple Australian Intelligence Missions (AIMs) requirements across the
relevant MDTs including redundancy in Branches/Divisions;
Coordinate branch/divisional business user groups and provide consolidated advice to
HEADQUARTERS teams on reports officer business requirements.

Education, qualification and experience requirements
The following education, qualifications and/or experience will be highly regarded:
Demonstrated experience in coordinating/mentoring/supporting other members of the role
specialisation on both work tasks and professional development.
Broad and diverse experience across a range of missions or relevance to ASIS.
A strong understanding of the Australian Government process to determine Australian
Intelligence Missions (AIMs) for the National Intelligence Community (NIC).
Relevant experience in an editorial or document production role requiring consideration of
policies, procedures and guidelines that relate to production and release - such as existing ASIS
reports officer Certification OR relevant senior-level editorial work within policy
development/analysis, think-tanks, academia, a major publication/journal
