About us As a department our purpose is to help the community to prevent, prepare for, respond to and recover from the impact of fire and emergency events. Queensland Fire and Emergency Services (QFES) is the primary provider of fire, rescue and emergency management programs and services throughout Queensland. The department encompasses the Fire and Rescue Service, disaster management services, the Rural Fire Service and the State Emergency Service, and also supports other volunteer groups providing emergency response to Queenslanders. QFES is one department with many services, many capabilities and many partners. Purpose of the role SES Readiness supports operations through the leadership, management and integration of high-level planning products and services to respond to emergency and disaster events and maintain an operational capability that contributes to the development of risk-based planning and policy at all levels of Queensland Disaster Management Arrangements (QDMA). The team is also responsible for ensuring that there is an operational coordination capability within the SES state office. Reporting to the Director, SES State Operations, you will lead and manage a multi-disciplinary team responsible for managing and coordinating the development and implementation of SES operational guidelines, severe weather operational plans, and conducting operational exercises at SES Unit, Regional and State levels. You will also provide high-level advice on issues of operational planning relating to disaster and emergency management activities to assist in the ongoing development of SES capability, services and operational readiness. Key requirements Mandatory requirements Highly desirable requirements - Graduate or Post Graduate qualifications in Disaster Management, Exercise Management, or related field. - Knowledge and experience of the national Australasian Inter-Service Incident Management System (AIIMS) framework. Knowledge and experience in developing and implementing high level operational planning products, services, policies and procedures, relating to disasters and emergencies. Special requirements - This role supports QFES operational activity through representation in the State Operations Centre, State Disaster Coordination Centre, Regional Operations Centres and Incident Control Centres and/or Emergency Operations Centres as required. - It is expected the incumbent will possess the necessary expertise or experience to be appointed as - an Authorised Rescue Officer in accordance with section 148(2) of the Fire and Emergency Services Act 1990. Therefore, this role is also a designated SES uniformed position. - The incumbent will be appointed as a staff member of the SES and the hours of duty applicable to this role are pursuant to the Queensland Public Service Officers and Other Employees Award - State 2015: specifically, the spread of ordinary hours for SES staff are 0600 to 2200, Monday to Sunday. - It is expected that the incumbent will participate in an out-of-hours on-call roster during emergency operations. This may require work outside of normal hours (e.g. night shift), including weekends, working extended hours and may include deployment to other parts of the state. Your key accountabilities Your part in the ongoing success of our department, in supporting key frontline services will see you responsible for a variety of work, including, but not limited to: - Lead and manage the development and implementation of best practice operational planning frameworks, incident and disaster management policy, governance and risk management. - Lead the development and conduct operational exercises for the testing of incident management capabilities at unit, state and regional levels. - Provide high quality advice and recommendations arising after activation reviews of SES operations in order to support future operational decision making and the ongoing development of operational plans. - Prepare, review and provide high-level reports, briefs, submissions and other correspondence in accordance with departmental requirements. - Develop strong relationships with key internal and external stakeholders to ensure requirements for operational planning are met and objectives are achieved. - Represent, liaise and negotiate agreed outcomes for SES on high-level committees and working groups to mitigate the effects of disasters in communities. - Lead and manage a multi-disciplinary team, fostering teamwork and managing human resource activities including developing of staff through performance, planning and review.
