**Who we are**
The Assets and Infrastructure Branch provides and maintains the equipment and infrastructure to support the Australian Antarctic Program. This ranges from maintenance of existing assets through to developing or procuring new assets and capability.

The AAD Procurement Unit, within the Capital Program Support Section, is responsible for the oversight and delivery of the procurement function within the AAD, which includes:

- the development and/or implementation of procurement guidelines and procedures, and
- the provision of quality and timely advice regarding procurement and contract management of a wide range of goods and services conducted in support of Australia's Antarctic Program.

The Procurement Unit administers the procurement module of the Financial Management Information System (FMIS) for the AAD, supports end-users who use the system, and works cohesively with the department's central procurement unit that maintains the overall procurement policy framework.

**The Job**
The Procurement Lead fulfils a critical governance function, developing planning and documentation and coordinating support for strategic procurement processes conducted in support of Australia’s Antarctic Program. The role has frequent contact with a wide range of internal clients (e.g. major project teams and business line-areas within the AAD), external clients such as other government agencies, suppliers who are delivering the services or goods, and general industry interested in opportunities. Working in this role provides an opportunity to support a program of procurement innovation and efficiency within current policy frameworks.

Under broad direction, the main duties of the role are to:

- lead and manage a small team to deliver contemporary and client-focussed procurement services to AAD business line-areas
- develop and implement better practice procurement and contract management related guidelines, plans and procedures in line with the Commonwealth Procurement Framework
- provide strategic advice, practical guidance and solutions on procurement and contract management matters, including undertaking complex probity and procurement compliance reviews of approaches to market in line with the Public Governance, Performance and Accountability (PGPA) Act 2013 and Commonwealth Procurement Rules
- develop plans, documents and co-ordinate the support for complex capital procurement processes conducted in support of Australia’s Antarctic Program
- engage with potential suppliers, broader industry and business networks
- negotiate with multiple internal and external stakeholders (including suppliers) to resolve conflicts or difficult issues, and to ensure compliance and completion of procurement activities within timeframes.

**What we are looking for**

**Knowledge and experience**
- Knowledge of government procurement policies or similar relevant experience.
- Experience in the provision of strategic advice and the preparation of high-level documentation is highly desirable.
