**About the Assignment**

The Development - Associated Gas (AG) team within the PNG Development & Operations (D&O) unit stewards Santos’ AG-related projects from discovery up to FEED-entry. This covers the management and coordination of development planning activities across the ‘TECOP’ spectrum in order to arrive at robust business case and associated execution plan for progression of an optimised development into FEED (and beyond).

The AG development(s) include a major expansion of Santos’ Associated Gas Operations which requires extensive modifications and upgrades to existing brownfield operating facilities in the Southern Highlands of PNG to optimise high value gas supply to PNG LNG.

The project is currently in the Identify and Assess phase (Phase 1), upon completion of SELECT phase and Gate 2 approval of the AG development(s), the project will progress to a FEED phase whereby it is currently envisaged that there will be a continuation of this role into future project phases.

**Tasks include**:
The Project Controls Lead (PCL) is responsible for project controls, cost and finance matters supporting the AG Project Team and will provide leadership and direction in all aspects of project controls, cost management and performance monitoring. The PCL will create suitable project control structures and processes consistent with approved execution strategies and plans for successful delivery of the project. They will provide the project team with meaningful, current and accurate data in order for team members to make informed decisions to meet the objective of completing the Project within the approved budget and agreed completion date(s).
- Work closely with the Project Services Manager and other Project Management Team (PMT) members, Contractors, and key stakeholders, to implement Project Controls services for the project;
- Advise the Project Services Manager and Project Leadership Team of areas of actual or potential problems, including recommendations to alleviate problems;
- Provide appropriate leadership and supervision of project controls staff and contractors;
- Subject matter expert and primary contact for all project controls matters;
- Lead the Project Management of Change process, including contract claims.

General Project Controls
- Develop project detail budgets from TIC estimates;
- Manage the project input into the periodic budget processes with PNG BU.
- Monitoring, analysis and reporting of costs vs. budget, including preparation of trends and forecasts;
- Flag unfavourable trends in a timely manner so that project management have an opportunity to take corrective action to influence the project outcome;
- Identify cost-overrun risks and their root cause and recommend mitigations;
- Ensure cost control processes, procedures and tools are understood within the project team;
- Ensure financial compliance with Santos’ contractual obligations in relation to the project (accruals integrity, cash calling, budget approvals, reporting, etc.);
- Maintain commercial awareness of contract packages through understanding of awarded work scope, payment terms, commercial conditions, potential variations, project strategies and interfaces with other contracts;
- Financial review and advice in relation to all commercial agreements arising from the project including contractual risks.
- Work with Contractors to oversee development of cost estimates and associated deliverables (e.g., cost estimate basis) at each phase of the project;
- Lead the preparation of the Project Monthly Report by compiling information from disparate sources, including EPC Contractors as well as interpretation and analysis of reports produced by others;
- Provide support for development of various management presentations.

**This assignment is initially offered for 12 months, engaged via Chandler Macleod.**

**Location for this assignment is Brisbane working full-time office hours**

**About You**
- Currently residing in Brisbane **(no relocation package)**:

- Tertiary qualifications in engineering, project management or related discipline;
- Familiarity with project controls software including cost control and scheduling packages.
- Minimum of 10 years’ experience in major capital project execution;
- Exposure to extractive industries with oil and gas experience considered a distinct advantage;
- Prior experience in a Project Controls leadership position;
- Knowledge of and experience with multi-disciplinary teams, including experience of managing FEED, EPC, EPCM Contractors, in lump sum, unit rate, reimbursable contracting environments.
