An exciting opportunity exists for a Risk Officer on a Fixed Term basis in Housing Performance & Governance
The Housing Performance & Governance branch (HP&G) brings together a number of key business functions to enable Homes Victoria's delivery of social and affordable housing. The key responsibilities of HP&G include:
The financial management of the Director of Housing Public Non-Financial Corporation (PNFC) and Homes Victoria more broadly, namely
- Assessment of financial performance (including budget formulation, forecasting, and reporting), risk analysis and compliance
- Program assurance and support for large investments in housing infrastructure and social services for complex issues such as homelessness
- Provision of enterprise-level risk management and support for effective identification and treatment of risks and issues at the program and project level
- Process improvement and issue resolution to support efficient delivery of operations and capital commitments
- Optimisation of revenue within agreed Government policy parameters through improved use of data and systems and uplift of rental compliance and arrears management
Developing Homes Victoria's Corporate Plan and Annual Report, establishing enterprise governance and corporate planning standards and practices, leading the Homes Victoria People Strategy, supporting recruitment processes and corporate induction, oversight of Strategic Alliance engagements and acting as secretariat to the Homes Victoria Advisory Board
Homes Victoria's Business Systems governance structure, Program Management, and supporting the design of Business Systems projects and business cases for Homes Victoria, in line with strategic priorities and the Corporate Plan.
The Risk Officer, working with the Senior Risk Advisors, will support the organisation to effectively manage its portfolio of programs and corporate functions through the embedding of a consistent risk management framework and processes, developed in line with the Department's and the broader Victorian government's risk management frameworks.
Homes Victoria is delivering an unprecedently level of complex projects, across both housing capital delivery and complex human services delivery. The organisation is delivering on the Victorian Government's Big Housing Build ($5.3 billion) in addition to the existing $1.5 billion programs, services and capital works delivered by Homes Victoria annually.
The role will engage with the broader Enterprise Portfolio Governance management team including the portfolio managers and branch stakeholders to provide risk advice and support as part of a cross-organisational lift in risk awareness and capability.
