Purpose of specific work area and position

The State Operational Coordination Branch (SOCB) has a broad role across the departments emergency management operations and ensures that QFES maintains a state of operational readiness to fulfil its responsibilities, as described in the Disaster Management Act 2003, Fire and Emergency Services Act 1990 and the State Disaster Management Plan. The Branch is responsible for statewide monitoring and reporting on all disaster and emergency related issues impacting, or potentially impacting, Queensland.

Incident Management (IM) Capability Development will predominantly focus on developing the future IM capability development needs for the organisation and delivers on QFES emergency management strategies, through effective command and control of tactical, operational and strategic IM functions. The team contributes to reviewing the QFES' IM Training Framework to deliver a defined, understood, consistent framework based on Australasian Inter-Service Incident Management System (AIIMS) principles, that is flexible and scalable to manage all hazards. This work will be required to meet the needs of the organisation in conjunction with the QFES Reviews and other external assurance body recommendations.

Reporting to the Executive Manager, you will be a key member of the team, with RFS operational experience and a high level understanding of AIIMS doctrine and IM functional roles/responsibilities. You will contribute to the review, development and implementation of policies, procedures, systems and communications, to meet business objectives, along with supporting the administrative functions of the unit. You will also work with internal and external stakeholders to review, design and develop a range of flexible learning material and resources, for IM training delivery and development and ensure learner and instructor qualifications meet compliance and legislative standards, for Registered Training Organisation compliance.

Special requirements
- In order to be appointed within the RFS stream, applicants will be required to meet all provisions as set out in the relevant generic operational role description.
- Demonstrated ability to manage competing priorities and provide good organisational, planning and interpersonal skills.

Primary duties

In addition to the generic Brigade Training and Support Officer role description, the purpose of the Capability Support Officer includes but is not limited to:

- Prepare internal communications and provide written project status updates and reports on outcomes in accordance with departmental requirements.
- Maintain document management systems, filling and financial administration to ensure business objectives are achieved.
- Contribute to the design, development, evaluation and review of training curriculum, content and materials to ensure currency and alignment with IM training and national competency frameworks.
- Deliver training and instruct, mentor and/or assess personnel undertaking IM development programs/ courses.
- Assist in the research and evaluation of operational activities, including post incident analysis relating to the provision of disaster and IM systems, processes and products.
- Contribute to the development and implementation of best practice strategies to enhance service delivery and operational capability, and monitor outcomes against performance during training, exercising and operational activation.
- Ensure IM capability development information is shared between regions, other emergency services and agencies, through timely communication and liaison.
- Research, analyse and observe trends and issues, which contribute to the assessment of IM capability development products, and provide recommendation to ensure quality decision making.

- Hold the rank of substantive Brigade Training and Support Officer, or suitably qualified Rural Fire Support Officers (RFSO), are encouraged to apply.
- Volunteers and external parties with appropriate skills are highly encouraged to apply, noting that they may be asked to provide additional information to satisfy internal policies.
- Have a current Certificate IV in Training and Assessment qualification or the ability to obtain the qualification within a mutually agreed timeframe.
- Knowledge and/or experience working in Incident Management Teams (IMT) and/or Operational Coordination Centre's.
- Understanding of AIIMS Doctrine, IM functional roles/responsibilities, operational concepts and/or Queensland Disaster Management Arreangements (QDMA).
- Have proven commitment to maintaining competencies appropriate with the position and operating in a team environment and/or will actively participate in an On-Call' roster system as required.
- Have capacity to participate out of hours (i.e. night or weekends) shift roster during disaster operations.
