About us

As a department our purpose is to help the community to prevent, prepare for, respond to and recover from the impact of fire and emergency events.

Queensland Fire and Emergency Services (QFES) is the primary provider of fire, rescue and emergency management programs and services throughout Queensland. The department encompasses the Fire and Rescue Service, disaster management services, the Rural Fire Service and the State Emergency Service, and also supports other volunteer groups providing emergency response to Queenslanders.

Purpose of role

Marine Rescue Implementation team provides program support to progress the transition to an integrated statewide marine search and rescue volunteer capability and assists QFES with planning and delivering future integrated service outcomes. The team works closely with a wide range of stakeholders including the Australian Volunteer Coast Guard Association and Volunteer Marine Rescue Association Queensland to highlight complex issues, explore options and provide strategic advice for the development of an integrated volunteer marine search and rescue service within the department.

Reporting to the Executive Manager [Capability and Performance], you will lead and manage the development, coordination, and evaluation of a range of strategic projects, assisting with strategies, implementation and plans to align with program priorities. You will work collaboratively across program streams to deliver standardised and integrated capabilities into operations in alignment with a program and project management framework. You will provide strategic advice for capability focused projects and monitor interdependences across multiple initiatives to facilitate the successful delivery of the program and support the operational capability of a new integrated marine rescue service.

Key requirements

Highly desirable requirements
- Knowledge and/or qualifications in project management or previous experience leading or working in a large complex project/program management environment.
- Experience working with volunteers and demonstrated experience delivering projects in a volunteer environment.
- Experience in implementing new capability and business integration strategies and plans.

Special requirements
- Capacity to work on night and weekends to suit a volunteer environment.

Your key accountabilities

Your part in the ongoing success of the Program, in supporting frontline services will see you responsible for a variety of work, including, but not limited to:

- Manage project initiatives and capability development within the volunteer marine search and rescue environment, and deliver outputs from across the program and its projects to deliver capability in a coordinated manner.
- Oversee all aspects of project development and implementation, including preparing plans, identifying, allocating and managing resources to ensure project outcomes are achieved on time, on budget, and to quality standards.
- Develop regional and geographically based solutions to support capability delivery, and implement strategies and tools for the continuous monitoring and evaluation of capability projects, including risk and contingency management.
- Provide high-level advice to key stakeholders on a range of issues impacting and/or influencing project delivery and provide recommendations to enable informed business decisions that support program objectives.
- Coordinate, plan and implement associated tasks, promote best practice project management and governance, and provide regular progress status reports, ensuring quality outcomes and project deliverables are achieved.
- Develop and maintain effective working relationships with internal and external stakeholders to facilitate capability uplift and ensure effective engagement throughout the project, and project deliverable are met.
- Represent the department at various forums and stakeholder meetings, including planning and coordination of projects initiatives, and provide briefings and advice to ensure positive outcomes are achieved.
- Promote and support a teamwork approach, the achievement of outcomes, and ensure the effective delivery of services through the efficient management of human, financial and capital resources.
