**The opportunity**

Our client is a community focused federal government agency. They have an exciting opportunity available for a **APS6 Procurement Officer**, and an **EL1 Contracts & Procurement Manager** to join the Procurement & Corporate Services team in assisting business areas to procure goods and services for the Agency.

12-month initial Labour Hire contract with the opportunity to extend. APS 6 level role offering $58.50 hourly + Superannuation. EL1 role offering a daily rate of $585 + Super and is to be based out of **Geelong**.

These are hybrid positions, offering 2 days working from home, with the remaining 3 on site. 37.5-hour work weeks, with 8-hour days expected.

**About the role**:
The APS6 Procurement Officer is a **team membership** position that may be required to perform work that involves team leadership and management responsibilities requiring the setting of priorities and managing workflows of a team.

The EL1 Procurement and Contracts is accountable under broad direction to undertake very complex work that delivers quality outcomes across the Procurement functions of the NDIA. The position is an important **team leadership** position within the Agency and will have delegated authority and responsibility to resolve issues and risks across wide-ranging activities of substantial depth involving significant detail.

**As an APS6 your responsibilities will include**:

- Working collaboratively with business areas as a procurement business partner to establish appropriate procurement methodologies, preparing a range of procurement documentation, evaluating tenders and negotiating contracts
- Managing and undertaking procurement reporting and verification activities, and processing procurements through the financial management system
- Maintaining and implementing procurement and contract management policies, procedures, and frameworks
- Contributing to procurement planning activities within the wider Procurement Team and across the Agency
- Providing specialist procurement advice and ensuring Agency procurement activities are conducted in line with legislative requirements, the Commonwealth Procurement Rules (CPRs) and the Agency Procurement Policy to deliver value for money outcomes that contribute to better social and economic outcomes for people with disability
- Providing quality and timely advice to internal and external stakeholders, including guidance and reporting to the Branch Leadership, and the Executive Leadership Team.

**As an EL1 your responsibilities will include**:

- Consulting and collaborating with internal stakeholders and business areas, providing a combined education and business intelligence function to identify upcoming issues that require action, further advice or forward planning
- Working collaboratively with business areas as a procurement business partner, and managing a team to develop market approach documentation, evaluate tenders and negotiate contracts
- Leading an integrated approach to identifying procurement requirements early in the process, including supporting the planning activities within the wider team
- Ensuring Agency procurement activities are conducted in line with legislative requirements, the Commonwealth Procurement Rules (CPRs) and the Agency Procurement Policy
- Delivering support and advice in relation to compliance with the Commonwealth Grant Rules and Guidelines (CGRGs), the Procurement Framework, and Agency policies and procedures
- Managing regular policy and process reviews for continuous business improvement in order to benefit the business clients and improving procurement business partnership

**About you**
- ** Australian citizenship is a requirement to be eligible for this position**:

- Previous Procurement or Contract Management experience is essential, preferably in a Government Agency or Department
- SAP experience desirable
- stakeholder management experience, coupled with strong written and verbal communication
- Demonstrated Leadership experience
