Hays is currently partnered with a Federal Government organisation to recruit an EL1 Procurement and Contracts Lead in a temporary capacity.

**Your new role**

The Procurement team is responsible for partnering with business areas to procure goods and services for the agency.

You will have delegated authority and responsibility to resolve issues and risks across wide-ranging activities of substantial depth.

Responsibilities will include:

- Consulting and collaborating with internal stakeholders and business areas, providing a combined education and business intelligence function to identify upcoming issues that require action, further advice or forward planning.
- Working collaboratively with company business areas as a procurement business partner, and managing a team to develop market approach documentation, evaluate tenders and negotiate contracts.
- Leading an integrated approach to identifying procurement requirements early in the process including supporting the planning activities within the wider team.
- Ensuring agency procurement activities are conducted in line with legislative requirements, the Commonwealth Procurement Rules (CPRs) and the Procurement Policy.
- Delivering support and advice in relation to compliance with the Commonwealth Grant Rules and Guidelines (CGRGs), the agency Procurement Framework, and Agency policies and procedures.
- Managing regular policy and process reviews for continuous business improvement in order to benefit the business clients and improving procurement business partnership.

**What you'll need to succeed**

To be considered for this role, you will have:

- A tertiary degree or diploma in procurement, business, law, building or related fields is desirable
- Demonstrated experience in procurement/contract preparation, administration and supervision.
- Understanding of technical literature, standards, manuals and codes of practice applicable to the preparation of procurement and contract activities.
- Efficient, effective planning and use of own time in the setting of priorities to achieve set objectives with the resources available and within set time frames.
- Ability to successfully negotiate and resolve conflict.
- Well-developed customer service, interpersonal, oral and written communication skills with the ability to analyse information and prepare correspondence and reports.
