Reporting to the Executive Director, Flood Recovery, you will be responsible for managing and running a program of work to support flood recovery. The role is also responsible for supporting the Executive Director in leading regional recovery planning and operations as required, supporting across state level priorities and managing priority initiatives. A key component of this role is to ensure deliverables such as financial, risk etc are managed in line with government and departmental expectations and policies.
Key Accountabilities
- Build and maintain effective relationships with key stakeholders across DoT. The Program Manager Flood Recovery will proactively lead analysis of initiatives and plans to understand and respond to critical issues that impacts on project and program delivery, community expectations, and DoT's external reputation.
- Provide accurate, immediate, and authoritative advice to the ED Flood recovery and various stakeholders to ensure effective DoT input on cross jurisdiction issues and forums.
- Provide context to briefings and requests based on a thorough understand of Transport Services, ensuring the ED schedule of engagements reflect the priorities of the Division. This includes preparing briefing materials, editing written materials, and tracking and following up on actions from meetings.
- Strategically design and develop the delivery of departmental objectives that impact significant localised service delivery and meet state-wide recovery and government objectives and community expectations.
- Forge strong connections across the department and with external stakeholders to facilitate a partnership approach.
- Proactively support emerging priorities with an agility to shift focus to respond to reactive issues and risks to support requirements.
- Provide timely expert advice and develop open and effective communication strategies.
Key Selection Criteria
- Well-developed negotiation and influencing skills to develop and maintain partnerships with a wide range of stakeholders.
- Excellent verbal and written communication skills with a demonstrated ability to write clearly and simply for a wide range of audiences in a variety of styles.
- Demonstrated ability to advise on Ministerial servicing issues, supporting business objectives in a complex and dynamic environment.
- Demonstrated ability to identify and manage issues that could impact on organisational reputation or achievement of strategic objectives.
- Ability to oversee programs of work with excellent project management and process development skills. Strong understanding of Government and the associated governance structures.
- Ability to provided expert advice to business areas and senior management on strategic engagement opportunities to support activities, projects and programs undertaken by DoT and the Victorian Government.
