**Who we are**
The CFO Division is responsible for the overall financial management of the Department and is made up of:
- Financial Management Branch- Budget Branch- Financial Services Branch, and- Property and Protective Security Branch.
The Financial Management Branch is responsible for the ongoing financial management and performance of DCCEEW. It supports business areas to manage their budget and finances effectively through timely and accurate advice and analysis to assist the department in making decisions. The branch provides strategic expert financial advice and delivers financial support across the department through a network of finance managers, delivers systems and change support, prepares financial statements, undertakes assets management, and ensures taxation compliance.
**The Job**
This role supports the delivery of accurate and effective budget management, monthly reporting and providing sound financial variance analysis through succinct written and verbal communication. Our team provides operational and strategic leadership and promotes a culture of teamwork, accountability, and service to deliver and support high-quality outcomes across the Department, meet deadlines, ensure compliance with required legislation and policies, and achieve organisational goals.
Responsibilities may include:
- Establish a working relationship and communicate with senior executives to assist with financial management, reporting and budget development.
- Provide support and assistance to Groups in the development of their internal budgets (administered, capital and departmental).
- Provide general advice on a broad range of financial and accounting matters.
- Produce monthly financial reports.
- Provide analysis and advice on the current and planned financial performance and position of the Groups.
- Work with internal stakeholders to assist in end of month management reporting.
- Work flexibly across various teams depending on work requirements.
- Look for ways to gain efficiencies and benefits for DCCEEW through working smarter and the use of technology.
- Support your team, manage resources and balance competing priorities to deliver timely and accurate results.
**What we are looking for**
**Knowledge and experience**
- Demonstrated experience using financial systems (e.g. TechnologyOne).
- Knowledge of, and experience in, the Commonwealth public sector financial accounting and reporting frameworks.
- Knowledge of the PGPA Act, PGPA Rule, Commonwealth Procurement Rules, Commonwealth Grants Rules and Guidelines.
- Demonstrated experience in managing a team and resources.
**Skills and capabilities**
- Highly developed communication, interpersonal and financial skills, including the ability to contribute to the preparation of and/or produce monthly reports with an emphasis on working collaboratively.
- Demonstrated ability to form productive working relationships with a variety of stakeholder groups.
- An ability to interpret and communicate complex financial matters simply to a range of stakeholders.
- Capacity to be flexible, creative and manage multiple deadlines, sometimes under pressure.
- Well-developed initiative, critical thinking, and strong problem-solving skills, with an ability to innovate and think laterally.
- Demonstrated ability to assess and evaluate financial management strategies, initiatives, projects, policies and procedures
**Mandatory qualifications**
- Tertiary qualifications in commerce, economics, accounting, finance or a related field.
- Membership of a professional accounting association (CPA/CA), progress towards, or ability to progress.
**Eligibility and other requirements**
**Citizenship** - To be eligible for employment with the Department of Climate Change, Energy, the Environment and Water you must be an Australian citizen.
**Security Clearance** - This position requires a **Baseline Vetting** security clearance. You will be required to obtain and maintain a clearance at this level.
**Pre-employment Check** - Your suitability for employment will be assessed through a pre-employment screening process. This process includes a requirement to undergo and satisfy a National Police Check, referee checks, character clearance and where required a pre-employment medical assessment, specified mandatory qualification(s) validation and a probation period of 6 months.
