**Who is the National Heavy Vehicle Regulator?**
The National Heavy Vehicle Regulator (NHVR) commenced operations in 2013 as a national entity responsible for
regulating all vehicles in Australia over 4.5 tonnes gross vehicle mass. Located in Brisbane, the NHVR minimises the
compliance burden on the heavy vehicle transport industry, reduces duplication and inconsistencies across state and
territory borders, and ultimately for the heavy vehicle business with government in Australia.

Position Description | Principal Legal Officer (Commercial, Property, & Insurance)
**Environment**
Through leadership and influence, the NHVR administers a national system that delivers consistent and streamlined
regulatory services and administration to the Australian heavy vehicle road transport sector, reducing regulatory burden
whilst enabling greater safety and productivity.
The Corporate Services Division provides strategic vision and purpose through strategic planning, corporate governance,
performance improvement and the delivery of corporate services.
**Primary Objective**
Provide a full range of legal services to the NHVR’s operational, strategy and corporate areas and ensure the NHVR is
appropriately represented in complex legal matters. Plan and coordinate, in conjunction with the Manager, Legal
Services, in all matters relating to legal risk management and compliance.
**Key Responsibilities/Accountabilities**:
- Provide strategic advice in the development of strategies and policies for successful management of legal risk within
- the parameters of the NHVR’s regulatory and legal services program.- Provide legal advice and support relating to commercial contracts, MOUs, leases, licences, legislative compliance,
intellectual property protection, procurement and probity, risk management, corporate compliance, and insurance
coverage.
- Support the Director, Legal Services, and the Manager, Legal Services, in the day-to-day operations of Legal Services,
as required.
- Support the NHVR in its dealings with both internal and external parties through providing strategic advice on
effective negotiation and communication processes, legal rights and obligations.
- Undertake and manage complex and sensitive commercial negotiations and discussions with customers, contractors,
government agencies and other relevant third parties.
- Ensure procedures incorporated into NHVR’s policies to manage legal risk are consistent with corporate governance
processes surrounding fiscal integrity, resource management, people management, ethics and accountability to
improve consistency in decision making and diligence in meeting statutory and legal requirements.
- Represent the NHVR in a variety of state and national forums.
- Provide specialist advice on complex regulatory and commercial legal issues.
- Attend negotiations, hearings, arbitration, and appeals, when required.
- Write and/or review complex reports, briefing notes, submissions and prepare and deliver presentations in
- accordance with NHVR standards.- Other responsibilities include staff development and facilitating continuous development in new research into new
- and emerging legal matters pertaining to the heavy vehicle industry.- Adhere to all NHVR policies and procedures to ensure compliance with NHVR internal processes.
