About VMIA
Victorian Managed Insurance Authority (VMIA) is the Victorian Government's insurer and risk adviser, covering the people and projects that help Victorians thrive. We're an agency in the Department of Treasury and Finance portfolio established under the Victorian Managed Insurance Authority Act, and report to the Assistant Treasurer.
We provide insurance and risk advice to government departments and agencies, with more than 4,600 clients ranging from small community service organisations to public hospitals, schools, and core service providers. We also provide domestic building insurance to builders, giving Victorian homeowners peace of mind for building projects valued over $16,000.
We help our clients prepare for, prevent, or reduce the impact of harm. When things don't go to plan, we help clients restore services and recover quickly.

Your role
We have an exciting opportunity for an experienced organisation development and learning adviser to join the People & Culture team to build enabling and technical capability at VMIA.
We're looking for a self-starter who is creative in designing engaging solutions that drive learning agility and support the development of our people.
You'll be working collaboratively across the organisation to identify both current and future skill requirements based on needs analysis, workforce planning, change initiatives, and the strategy. You'll support the implementation of frameworks, programs and practices that shape our culture, workforce capability and future ways of working.
This dedicated learning role reflects the importance of our ambition to become a ‘learning organisation.'
What you do
- You plan, develop, coordinate, and deliver learning solutions and programs to meet required VMIA learning outcomes.
- You continually improve current and newly created development and training programs in line with the strategy and workforce planning priorities.
- You partner with key stakeholders to ensure key initiatives are project managed, and that appropriate learning solutions are identified and implemented.
- You manage the identification and implementation of learning technology solutions.
- You maintain and facilitate learning, inductions, and other interventions that support our learning organisation objective, ensuring learning data is captured for new and existing employees.
- You develop and manage a secondment program as a talent initiative.
- You design and implement broader organisation development initiatives that build performance and people experience at VMIA.
- You complete procurement, contract management and administrative activities.

Who you work with
- People & Culture, senior leaders, and our people to shape a learning curriculum for implementation.
- External partners and vendors who provide learning and organisation development solutions.

About you
- You ideally hold relevant tertiary qualifications in learning which may include qualifications in Workplace Training and Assessment.
- Demonstrated expertise in planning, developing, coordinating, and delivering learning solutions and programs to meet required VMIA learning outcomes.
- Experience and skills to deliver change and project outcomes that contribute to improving organisational outcomes and fostering a culture of excellence in organisational development.
- Strong communication skills - written and oral - to support delivery of projects and to write and present persuasive advice and presentations.
- Demonstrated ability to act autonomously and to collaborate and support others as a team member.
- Highly self-motivated and able to build strong and trusted relationships at all levels.
- You understand the public sector and relevant management processes, with the capacity to operate successfully in each environment.
