About us As a department our purpose is to help the community to prevent, prepare for, respond to and recover from the impact of fire and emergency events. Queensland Fire and Emergency Services (QFES) is the primary provider of fire, rescue and emergency management programs and services throughout Queensland. The department encompasses the Fire and Rescue Service, disaster management services, the Rural Fire Service and the State Emergency Service (SES), and also supports other volunteer groups providing emergency response to Queenslanders. QFES is one department with many services, many capabilities and many partners. Purpose of the role SES Volunteer Support is a volunteer-focused team with the specific intent of sourcing and coordinating opportunities for best practice, and to help transform the department's volunteerism into an adaptive, modern workforce by empowering community capability and developing close partnerships with other volunteer organisations, local government, research institutions and community groups. The team also manages both the internal and external SES Grants programs as well as the governance requirements associated with SES Support Groups. Reporting to the Director, SES State Operations, you will lead and manage the functions of the volunteer support team to build capacity and capability in volunteer emergency services. You will be responsible for researching, designing and implementing strategies in order to deliver robust and sustainable recruitment and retention programs which directly benefit SES volunteers in line with whole-of-government priorities and QFES Strategic Plan. Key requirements Highly desirable requirements - Qualifications, knowledge and/or extensive experience in volunteer workforce management. - Experience as a volunteer or within a volunteer environment and experience in disaster/emergency management operations. Special requirements - The incumbent will be appointed as a staff member of the SES and the hours of duty applicable to this role are pursuant to the Queensland Public Service Officers and Other Employees Award - State 2015: specifically, the spread of ordinary hours for SES staff are 0600 to 2200, Monday to Sunday. - Capacity to participate in an out of hours on call roster during disaster operations. This may require work extended hours, outside of normal hours (e.g. night shift), including weekends. - Capacity to travel in support of operational requirements. This may require deployment to other parts of the State for an indeterminate period as necessary. Your key accountabilities Your part in the ongoing success of our department, in supporting key frontline services will see you responsible for a variety of work, including, but not limited to: - Lead, develop and implement high-level projects and initiatives that directly build and enhance volunteer capabilities to meet divergent and geographically diverse community risk profiles. - Research, design and implement strategies in order to deliver robust, sustainable and inclusive recruitment and retention programs to support operations, meet organisational requirements and build workforce capability. - Lead and manage the team in the implementation and delivery of both internal and external grants to support SES groups and disaster management stakeholders. - Lead, manage and participate in departmental initiatives and programs to support ongoing operational improvement strategies and/or provide recommendations to enable effective decision making. - Advocate for the advancement of volunteerism and furthering of volunteer-focused outcomes across departmental strategy, projects, and programs of work, promoting a volunteer lens across the activities of the organisation. - Prepare and review complex reports, briefing notes, submissions, and other correspondence relating to volunteer issues and outcomes, in accordance with departmental requirements and governance - Represent the department on high-level state committees, meetings, forums and working groups to ensure best practice planning, development, review and implementation of operational policy and procedures. - Develop, maintain and collaborate with key internal and external stakeholders to develop and implement operational policy and business rules focused on continual enhancement of the service.
