**Who is the National Heavy Vehicle Regulator?**
The National Heavy Vehicle Regulator (NHVR) commenced operations in 2013 as a national entity responsible for
regulating all vehicles in Australia over 4.5 tonnes gross vehicle mass. Located in Brisbane, the NHVR minimises the
compliance burden on the heavy vehicle transport industry, reduces duplication and inconsistencies across state and
territory borders, and ultimately for the heavy vehicle business with government in Australia.

Position Description | Policy Advisor
**Environment**
Through leadership and influence, the NHVR administers a national system that delivers consistent and streamlined
regulatory services and administration to the Australian heavy vehicle road transport sector, reducing regulatory burden
whilst enabling greater safety and productivity.
The Regulatory Policy & Standards Division sets regulatory strategy, policy and standards, setting desired outcomes.
From this, standards are determined and subsequently delivered through operational activities to allow NHVR outcomes
to be achieved. The function also undertakes assurance activities to ensure the continuous improvement of the
regulatory program to enhance the safety and productivity of the Industry.
Within the Division, the Freight and Supply Chain Productivity Branch (FSCP) sets the strategy and policies that deliver
improved productivity outcomes for the movement of heavy vehicles.
The Network Access Policy team within FSCP provides a conduit between the heavy vehicle industry and the participating
jurisdictions, to achieve a balance of effective and efficient usage of the transport infrastructure while ensuring the
heavy vehicle industry can safely and easily move different types of goods and services within and across borders.
The Network Access Policy team is governed by the Heavy Vehicle National Law and operates in close collaboration with
the Commonwealth, participating states and territories, local government and the heavy vehicle industry._ _
**Primary Objectives**
Support the delivery of heavy vehicle access and productivity reforms via the development, delivery and maintenance of
policies and regulations. This will be achieved by driving national harmonisation of heavy vehicle access across all states
and territories; comparing existing, delivering new or updating regulatory requirements; devising innovative solutions
aimed at providing best practice approaches and addressing inconsistencies to heavy vehicle access and productivity; and
consulting with state and territory jurisdiction stakeholders, peak industry bodies and road managers.
**Key Responsibilities/Accountabilities**
- Support the Principal Policy Advisor - Network Access Policy, to deliver a complex program of national heavy
vehicle access projects and policy initiatives within specific timeframes.
- Undertake research on matters relevant to the role, analyse data, issues and trends, and prepare quality evidence
- based policy proposals, briefings and correspondence which communicate findings, recommend policy positions
and identify areas for reform.
- Proactively contribute to the development, implementation, evaluation and continuous improvement of strategic,
technical and operational policy, procedures, guidelines and regulation relevant to the Network Access Policy team.
