About the role In the role of Principal Advisor (Program Funding), you will undertake a lead role in the development of the department's Queensland Transport and Roads Investment Program (QTRIP) - TMR's four-year, multi-billion dollar transport infrastructure investment program. This includes the analysis and provision of transport infrastructure portfolio funding information in relation to the state and federal budgets. You will provide high level analysis, advice, expertise and leadership in relation to the infrastructure program, including project and program administration and approval processes, as well as facilitating system processes in the department's Portfolio, Program, Project and Contract Management (3PCM) system. You will be responsible for complex reporting associated with the program, monitoring program and funding changes, and facilitating contract financial approvals. The role will include but is not limited to;
- Provide high quality advice and analysis in relation to various projects, program management and funding issues in the ongoing management of QTRIP. o Ensuring the Queensland Treasury financial system reflects current budget information and that infrastructure program reporting is consistent with approved funding. o Providing input to the funding allocation process to ensure the program is managed within available funds. o Monitoring program allocations in comparison to various program funding sources and resolving issues as they arise. o Liaising with senior management and other stakeholders to provide input into the development and negotiation of QTRIP funding allocations. o Being proactive in ensuring senior management are informed of emerging infrastructure funding issues as well as the provision of advice to resolve issues. - Develop policies, systems and procedures to manage the program and funding components of QTRIP. - Ensure the department's infrastructure funding is managed effectively and is reconcilable to approved funding. - Undertake a lead role in the ongoing development of TMR's program management system to support the delivery of QTRIP.
