The Industrial Relations and Policy team is responsible for contributing to the development and implementation of the department's industrial relations agenda, including: the development and implementation of certified agreements (enterprise bargaining); dispute management both directly with unions and in the Queensland Industrial Relations Commission; department/union consultative processes; and providing technical advisory services to a range of stakeholders including other teams in People and Culture.
The role of the Principal Advisor will assist and support the Manager in relation to strategic and tactical industrial and employee relations matters including dispute management, the implementation of certified agreements, and department/union consultative processes. The Principal Advisor will also be required to provide clarification and advice regarding industrial legislation, instruments and related matters.
**The Principal Advisor's key responsibilities are**:
- Collaborate with leaders and other teams within People and Culture to manage complex industrial and employee relations issues in consultation with internal and external stakeholders including industrial disputes. This may include undertaking research and analysis; preparing and presenting (both written and oral) solutions and recommendations that support initiatives; and consulting with relevant internal and external stakeholders, including with relevant unions. - Assist to develop, negotiate and facilitate the implementation of the department's enterprise bargaining instruments. This includes leading, managing and undertaking tasks/projects as required to support the implementation of initiatives associated with a department specific enterprise bargaining instruments. - Maintain a sound knowledge of contemporary industrial and employee relations issues, and provide strategic, operational and technical advice in relation to relevant legislation, enterprise bargaining agreements, modern awards, policies and directives. - Prepare and/or quality assure written submissions, briefs and correspondence on complex industrial and employee relations issues, as required for senior leaders, the Director-General and Minister. - Represent the department/team in a range of settings, including meetings, industrial negotiations, consultative forums and committees, and in the Queensland Industrial Relations Commission where required. - Participate as a member of department/union industrial forums and provide oversight of Agency Consultative Framework, including the Agency Consultative Committee. - Develop, maintain and promote productive relationships with internal and external stakeholders enabling collaborative approaches to industrial and employee relations matters (e.g. senior leaders, Public Service Commission, Office of Industrial Relations, inter-governmental networkers, union officials). - Provide advice and support to Senior Advisor/s within Industrial Relations team by promoting and maintaining a culture of continuous improvement and knowledge sharing. - Undertake other tasks as determined by the Manager to support the department's business outcomes, where the employee is deemed to hold the appropriate capabilities to carry out those tasks.
