**Expression of Interest Opportunity**
The Repatriation and COVID-19 Transition Section, Portfolio Strategies Division, is seeking to fill a
number of vacancies through a Section 26 Temporary Transfer Expression of Interest (EOI)
process for a range of strategic policy roles.
Opportunities for short to medium term vacancies and permanent filling are available at the EL1,

**Division Responsibilities**
The Portfolio Strategies Division (PSD) delivers outcomes across the Health portfolio, supporting
the design and implementation of health policies, programs and infrastructure to improve the
health and wellbeing of all Australians. We work across the department to bring a whole of
system perspective to health and ageing - both internally and externally. We work to influence
and align activities across the department that have strategic implications for the health system
and new initiatives that require a flexible and delivery-focused approach.
**Branch Responsibilities**
The Health Infrastructure Branch (HIB) plays a strategic role in PSD through driving numerous
strategic policy reforms and administering health infrastructure programs which support and
deliver key priorities of the Executive and Government across the entire portfolio. Our expertise
and whole of portfolio strategic lens enable us to deliver programs and policies that directly
support our health system and the lives of those in the community. We administer policies and
programs that have touchpoints across the entire department. We support our Executive and
Minister’s offices through timely, accurate and strategic reporting and briefing to inform decision
making and demonstrate delivery of election commitments and priorities, including in response
to the COVID-19 pandemic.

**Repatriation and COVID-19 Transition**
COVID-19 presented and continues to present an unprecedented threat to the health of our
population and has fundamentally transformed some parts of Australian health systems in a way
that cannot or should not be reversed. This section is leading the development of strategies to
continue adapting our COVID-19 approach through new or amended COVID-19 measures to
respond to the changing pandemic and ensure they are targeted and best supporting our
community. This includes developing a longer-term Health plan for the ongoing management of
COVID-19 as we transition into living with the virus and our new norm.
In leading this work the section works across the department as well as key stakeholders in other
Commonwealth agencies and states and territories. There are several positions available at various
levels, originally for 6 months but with the possibility for extension.
We are looking for high performing APS employees who are interested in working in this fast-paced
policy development environment on work that is a key priority for the Government.
We are seeking highly motivated APS employees who are able to demonstrate strategic thinking,
policy development and delivery, bring together complex and multifaceted policies, strong and
influential writers for a variety of audiences, demonstrated stakeholder management and a
strong knowledge of Government processes such as Cabinet and Budget processes. Experience in
managing COVID-19 response measures would be beneficial but is not required.

**Key Responsibilities**
- Lead a team to ensure the effective delivery of, whole of portfolio policies, projects and
programs and measures in response to the COVID-19 pandemic.
- Lead a team to deliver high quality and timely results, including setting and managing
priorities, managing and driving workflows, providing guidance for and assisting team
members with development.
- Develop and maintain relationships with internal and external stakeholders to support
program and project delivery and development of new policies and measures.
- Supporting the Director and Executive, including driving work through developing and
implementing work plans that provide strategic directions for the work area.
- Represent the Section and Branch at various internal and external forums, including to
explain and progress policy
