About us As a department our purpose is to help the community to prevent, prepare for, respond to and recover from the impact of fire and emergency events. Queensland Fire and Emergency Services (QFES) is the primary provider of fire, rescue and emergency management programs and services throughout Queensland. The department encompasses the Fire and Rescue Service, disaster management services, the Rural Fire Service and the State Emergency Service, and also supports other volunteer groups providing emergency response to Queenslanders. QFES is one department with many services, many capabilities and many partners. Purpose of role ICT Portfolio Management is responsible for the systematic management of QFES ICT investment, governance, portfolio, projects, and assurance activities to support operations and organisational capability. The ICT Engagement and Partnerships team is a central point of contact for the organisation to facilitate the process of problem resolution by determining approaches to accessing services, and progressing initiatives from inception through to procurement and/or project start-up. Through engagement and conversations, we work with stakeholders to understand their problem, connect them to the right people and provide options and next steps to address business needs that ensures reliable, high quality and contemporary ICT products and solutions, and meets organisational requirements and expectations. Reporting to the Executive Manager, you will be responsible for developing and maintaining relationships with vendors and the operational management of ICT contracts and related governance. This will include planning for the renewal of contracts, monitoring of service levels and outputs against contract terms and conditions, and the identification, management and escalation of any contract issues and risks to ensure the delivery of business outcomes while maximising value for the department. Key requirements Highly desirable requirements - Knowledge and experience in Queensland Information Technology Contracting Frameworks and supply chain contracts management. - Sound understanding of benefits realisation and project management concepts. - Demonstrated experience in managing the performance of major vendors against contract management plans, contractual terms, and Service Level Agreements. - Queensland Government Procurement (Level 2 certification). Your key accountabilities Your part in the ongoing success of our department, in supporting key frontline services will see you responsible for a variety of work, including, but not limited to: - Lead and manage contract management services, ensuring appropriate service responses to customers, by delivering vendor governance frameworks, and processes in alignment with funding agreements, legislation, department policies, specifications and guidelines. - Review and manage contract performance and key performance indicators to enable effective monitoring and reporting as agreed to in contract management plans, contractual terms and ICT Service Level Agreements. - Maintain contract integrity by conducting reviews and documenting all amendments and keeping appropriate records, ensuring agreements meet compliance with best practice guidelines, frameworks and legislative requirements. - Build, maintain and support collaborative relationships and partnerships with internal and external stakeholders that leads to value for money for the customer and low risk service provision, ensures compliance, and enables the delivery of effective outcomes. - Prepare high level complex reports, submissions, briefs and correspondence on related issues, risks and initiatives in accordance with departmental requirements and governance. - Provide high level strategic advice on complex and emerging issues, business needs and opportunities, perceived gaps in service delivery and the development of innovative and practical responses to improve customer outcomes. - Contribute to a positive team culture focused on collaboration, communication and cultural capability; working flexibly in a fast-paced and diverse team environment; embracing agile methodology and continuous improvement that supports change.
