About us As a department our purpose is to help the community to prevent, prepare for, respond to and recover from the impact of fire and emergency events. Queensland Fire and Emergency Services (QFES) is the primary provider of fire, rescue and emergency management programs and services throughout Queensland. The department encompasses the Fire and Rescue Service, disaster management services, the Rural Fire Service and the State Emergency Service, and also supports other volunteer groups providing emergency response to Queenslanders. QFES is one department with many services, many capabilities and many partners. Purpose of the role Organisational doctrine manages, develops and reviews the QFES Doctrine Framework which informs the support and guidance provided on all policy and procedure products for corporate services, disaster management services, FRS, RFS and SES. This includes overseeing the review process, reporting and product development which is achieved by engaging with those responsible for delivering and reviewing their QFES function to support effective service delivery for the community. Reporting to the Director, Organisational Capability, Doctrine and Lessons branch, you will be responsible for leading and managing a small team to provide professional advice and support product review and quality assurance, policy and legislation issues, and liaison with key stakeholders to support and facilitate the approval of QFES doctrine, policy and procedures, and associated documentation. You will lead the development and implementation of disaster management guidelines, internal/external web and online content, and their processes to meet QFES standards and operational requirements, and contribute to supporting all levels of the department in the development, implementation, review and improvement of the QFES Doctrine Framework and associated processes. Key requirements Highly desirable requirements - Experience and/or knowledge in developing, maintaining and improving policy (and process) management systems and frameworks. - Knowledge and understanding of Queensland Disaster Management Arrangements. Your key accountabilities Your part in the ongoing success of our department, in supporting frontline services will see you responsible for a variety of work, including, but not limited to: - Lead and manage a small team and provide direction, and monitor progress of projects and programs that contribute to meeting the doctrine needs of QFES and development of resources. - Provide high quality advice, analysis, and coordination of doctrine products and processes, disaster management guidelines, and online content development to ensure quality outcomes and/or recommendation for continuous improvement. - Establish and maintain effective relationships with key internal and external stakeholders to support and facilitate the development, review and implementation of policy, procedures, operational doctrine, and processes. - Provide strategic advice and support to stakeholders in relation to the organisational doctrine framework to ensure that documentation is developed and maintained and meets quality assurance standards. - Represent QFES and manage liaison, and coordination with government and non-government stakeholders in development of programs, projects and policies, and provide recommendation to solve issues. - Prepare and review complex reports, briefs, submissions, and other correspondence on issues and initiatives relating to organisational doctrine framework, policy and procedures, in accordance with departmental requirements. - Develop, implement, and evaluate strategic projects that contribute to quality business outcomes for the department, and promote best practice project management and governance methodologies. - Promote and support a teamwork approach, the achievement of outcomes, and ensure the effective delivery of services through the efficient management of human, financial and capital resources.
