Canberra, Australia Department of Industry, Science, Energy & Resources Full time

**Job no**: 513148

**Employment type**: Ongoing

**Location**: Canberra, Brisbane, Melbourne

**Categories**: APS Level 5, APS Level 6, Project Management

**About the department**:
The department plays a key role in the Australian Government’s agenda to create jobs and build a stronger, more resilient and competitive economy. Our work builds on Australia’s existing strengths, supports businesses to grow, and drives new opportunities for long-term productivity growth and prosperity. The success of the department helps Australia recover from the economic consequences of COVID‑19 and adapt to its ongoing effects. Through our work, we support the government’s economic recovery plan and help to deliver a better future for all Australians.

**About the team**:
Help us build a better Australia

The Australian Building Codes Board (ABCB) ensures safe and sustainable building and plumbing systems through regulatory and non-regulatory measures.

Are you interested in the National Construction Code (NCC)? We’ll show you how building regulations are developed, in collaboration with Australian governments and industry.

**About us**:
The ABCB is a joint initiative of the Australian, State and Territory governments. We're a standards writing body that develops the NCC and administer the WaterMark and CodeMark Product Certification Schemes.

As a high-performing and influential organisation, we work on contemporary issues affecting the building and plumbing industry.

In the past few years, our key achievements include delivering national improvements in energy efficiency, accessible housing, fire safety, plumbing performance and more.

Our small but powerful team is pushing ahead with a bold agenda including climate resilience, supporting the uptake of electric vehicles, further improvements in energy efficiency and more.

For more information about us, visit: abcb.gov.au.

We’re looking for people who:

- are clear communicators and results driven
- love working in a team environment
- enjoy analysis, problem solving and can write technical content
- thrive on understanding complex and technical matters
- use their time and project management skills to deliver on time outcomes
- have existing building/plumbing/product certification knowledge or can get their head around related technical matters.

A sound knowledge of the National Construction Code (NCC) or the WaterMark Certification Scheme (WMCS), and qualifications in fields such as building surveying, law, engineering, construction management, architecture, science or another technical discipline would be a strong advantage.

Knowledge of, and experience in dealing with, regulatory agencies, industry groups and standards writing bodies are also advantageous.

**What you will do**:
Three opportunities are available:

- Project Officer - Energy efficiency (APS6)
- Project Officer - WaterMark and plumbing (APS6)
- Project Officer - Building (APS5).

The different teams are responsible for managing research projects across various building disciplines (including energy efficiency) and regulatory impact assessment; providing oversight of the WaterMark Product Certification Scheme; and developing, updating and maintaining the NCC (including the Building Code of Australia (BCA) and Plumbing Code of Australia (PCA)).

As Project Officer, you will primarily assist with projects in accordance with the ABCB’s work program and be able to work autonomously on tasks that are complex in nature.

Your duties will include:

- undertaking or managing technical research
- managing or assisting with project delivery, including writing concise, well-articulated papers, specifications and reports
- authoring amendments to the NCC or assisting with WaterMark Specification development
- assisting in developing clear technical provisions/specifications and supporting material
- providing input and advice to colleagues regarding projects and technical matters
- helping facilitate the development and amendment of referenced documents
- responding to technical enquiries.

As an APS Level 5, you’ll be expected to:

- identify problems and work to resolve them
- engage with and actively listen to staff, colleagues and stakeholders
- provide impartial advice, and justify positions when challenged
- structure written and oral communication to ensure clarity
- monitor project progress and manage priorities.

In addition to the above, as an APS Level 6, you’ll be expected to:

- collaborate with key stakeholders across the ABCB, government and industry
- work under limited direction on moderately complex work
- explore new ideas, solutions and different viewpoints to complex problems
- anticipate and be responsive to stakeholder needs and expectations
- challenge issues constructively and present persuasive counter arguments
- share information and assist to adapt to change and adjust plans as required (e.g. when managing staff or priorities).
