The role provides strategic leadership to improve population health and wellbeing outcomes and to reduce health inequalities through evidence-informed prevention and earlier intervention activity.
This position is accountable for a range of prevention and population health functions across the West, including prevention and health promotion system capability building, place-based planning and implementation and oversight of population health data, evidence and outcomes-based thinking. The position will include people management functions and delivery of agreed work plans.
The core functions may include taking a lead role in the support for local government in the region to meet their legislative requirements of municipal public health and wellbeing planning aligned with the Victorian Public Health and Wellbeing Plan, and the local management of the Community Health-Health Promotion and Women's Health programs in the region.
The role focuses on leading the development of the region's sector communication and capacity building plan which includes engagement strategies, practice exchange forums and communities of practice. It will oversee the compilation and presentation of regional health and wellbeing data and information and make recommendations on service and quality improvement and delivery.
The role drives policy implementation through collaboration with Policy and Programs, Public Health Division, and provides local intelligence and feedback into statewide policy processes.
Accountabilities
- Provide leadership, guidance and expert advice and recommendations on prevention and population health approaches and effectively communicate population health concepts, data, and interventions to a variety of audiences.
- Provide strategic thinking and future planning for population health and wellbeing and oversee change management initiatives and integrated approaches with department-wide policies.
- Manage the compilation of health data and profiles for the region.
- Manage, with relevant parts of the department and the Department of Families, Fairness and Housing, agency prevention funding, performance & reporting.
- Contribute to regional and state-wide program planning, oversight, improvement, and evaluation.
- Identify and actively manage emerging issues and areas of risk for government, the department, and the community.
- Work with staff to set and support the achievement of key performance indicators and standards, using a population health outcomes approach.
- Provide timely expert advice and develop open and effective communication strategies including collection of highly complex, contentious, or sensitive information on matters of staff or business.
- Represent the department on key government and non-government committees and bodies concerned with achieving government and departmental objectives.
- Keep accurate and complete records of your work activities in accordance with legislative requirements and the department's records, information security and privacy policies and requirements.
