About us
The Queensland Fire Department (QFD) provides fire prevention, preparedness and response services to fire in the built and landscape environments, as well as scientific and specialist capabilities to Queensland communities. The QFD provides a multi-hazard emergency response, including road crash rescue, bushfire, hazardous material, technical and vertical rescue, severe weather incidents, remote and swiftwater rescue, and provides a number of functions supporting community safety outcomes.
The department encompasses Queensland Fire and Rescue (QFR), Rural Fire Service Queensland (RFSQ), as well as the broader department which work together to pre-empt, prevent, mitigate and manage the consequences of fires and other emergencies on Queensland communities and support our large volunteer membership across the state.
The QFD is an organisation that is focused on reframing the department's relationship with Aboriginal and Torres Strait Islander peoples, communities, and organisations through the Path to Treaty, Closing the Gap and building our cultural capability.
Purpose of the role
RFSQ Strategic Capability Division provides organisational plans and strategic direction for the provision of holistic rural fire management, including but not limited to risk management, mitigation, operations, human resource management and business management. The Division builds collaborative and enduring relationships with emergency service agencies and government departments to develop plans to enhance service delivery across all areas of business and ensures operational capability is suitable to meet legislative and organisational requirements. Team members play an integral part in identifying, supporting and enhancing service provision for volunteers and staff, to deliver a professional service to the community on a 24 / 7 basis, in line with phases of prevention, preparedness, response and recovery to provide an effective response during bushfire emergencies across the State.
Reporting to the Director, you will be responsible for managing project plans and initiatives to support the coordination, review and implementation of associated policy and doctrine for Brigade finance arrangements, training and Brigade Model Rules to ensure the clear transition of corporate knowledge and continuity for high risk activities in areas of RFSQ organisational change and legislative alignment. You will provide detailed technical advice and professional project management capabilities in relation to program deliverables, and will work closely with key internal stakeholders to identify, review, enhance, and implement effective strategies which can be tailored to support appropriate workflows and ensure compliance with all relevant legislation, organisational change optimisation, and departmental requirements.

- Knowledge and experience in the design and delivery of process and documentation change with volunteers in a legislated environment.
- Knowledge and/or qualifications in project management or previous experience leading or working in a large complex project/program management environment.
Your key accountabilities
Your part in the ongoing success of our department, in supporting key frontline services will see you responsible for a variety of work, including, but not limited to:
- Lead and manage the implementation of strategies and plans that facilitate legislative alignment within the RFSQ, in line with departments project management methodologies, tools and set timeframes to ensure the successful delivery of the project.
- Facilitate and manage project initiatives in the analysis, review and updating of policies, procedures and doctrine to enable legislative alignment, identifying duplication to ensure the realignment of doctrine products and compliance to meet operational and service delivery requirements within the RFSQ.
- Develop and implement financial management arrangements to support volunteers and Brigades, and ensure compliance with departmental and government reporting, audit and accountability requirements.
- Support risk and issue identification, assessment and mitigation activities by ensuring risks and issues are documented, reviewed and escalated as appropriate.
- Provide high-level advice senior management and key stakeholders on a range of issues impacting and/or influencing the delivery of recommendations, to enable informed business decisions.
- Conduct detailed research, demonstrating advanced critical analysis, for early identification and resolution of issues to support legislative alignment and implement associated tasks, providing regular status reports to ensure quality outcomes, project deliverables and milestones are achieved.
