Context
**Country Office with Resource Mobilization Function**
IOM Canberra is one of the Country Offices with Partnerships and Advocacy Functions (COPAs) in IOM which has additional responsibilities to coordinate substantial funding for IOM’s activities worldwide by ensuring effective fundraising and liaison with donors. With this responsibility, IOM Canberra supports the development of funding policies, establishes priorities and procedures, and prepares proposals and develops fundraising strategies and mechanisms for programmes and projects in line with the Organization’s strategic focus and priorities.
Under the direct supervision of the Chief of Mission in Canberra, Australia and in coordination with the relevant units at the Headquarters (HQs), the Regional Offices (ROs), and the Country Offices (COs), the National Partnerships and Liaison Officer will be in charge of developing and strengthening partnerships with the government stakeholders and donors in Australia and to mobilize resources by supporting results-based management of Australian-funded projects; supporting quality implementation and reporting of the IOM programmes funded by the Australian donors; providing the government counterparts necessary policy support for emerging and existing migration policy; disseminating donor-related information within IOM including new Australian policies including Australian geographical and thematic strategies.
RESPONSIBILITIES
The individual will be responsible for promoting partnerships with government counterparts in Australia and developing a resource mobilization function in IOM Canberra. Specifically, the incumbent will:
- Lead the implementation of the IOM Resource Mobilization Strategy in Australia aligning with IOM’s Strategic Plan 2024-2028 and Strategic Results Framework (SRF) and the Global Compact for Migration.
- Strengthen and scale up the provision of IOM policy support to Australian government initiatives with the relevant stakeholders in Australia as well as develop project proposals for IOM.
- In coordination with relevant organizational units and programmes, develop and oversee initiatives that deliver IOM thematic expertise to the relevant government counterparts through tools, training, and guidance.
- Coordinate mapping of new public sector prospects and identify existing partnerships and engagement opportunities for scale up in Australia.
- Promote government engagement across institutional priorities (lifesaving support, climate change and regular pathways) and key thematic areas of engagement in Australia.
- Advocate and promote flexible funding for IOM from the existing and potential public partners in Australia as well as appropriately communicate on results.
- Review and provide expert advice for IOM proposals and reports which are funded by the government of Australia in coordination with the relevant staffs in IOM country offices, Regional Offices, and HQ.
- In coordination with thematic teams, lead the IOM’s communications with the government counterparts and civil society organizations, including the collection, editing, and dissemination of relevant thematic information.
- Oversee and manage relevant data and materials for IOM programmes funded by the Australian Government.
- Perform other duties as may be assigned.
QUALIFICATIONS
Education
- Master’s degree in Public Affairs, Political Science, Human Rights, International Relations, Business Management or a related field from an accredited academic institution with two years of relevant professional experience;
- Bachelor’s degree in the above fields with four years of relevant professional experience.
Accredited Universities are those listed in the UNESCO World Higher Education Database.
Experience
- Experience in government liaison, partnership building, and resource mobilization with proven success in mobilizing financial resources from government stakeholders and other public sector organizations.
- Strong understanding of migration policy and related issues as well as a demonstrated understanding of the priorities of the Australian Government and gained experience in developing partnerships with government an UN counterparts.
- Experience in migration policy, project development, donor liaison, and reporting.
- Significant experience in exploring new resource mobilization opportunities and providing inputs to design and develop proposals for different countries in need.
- Experience building long-term partner relationships with the different government agencies, the UN and civil society and a demonstrated understanding of the value of expanding relationships across multiple sectors.
- Experience in working cross-functionally and obtaining relevant content and information from different sources within and beyond IOM to build partnerships with government counterparts.
