About us

As a department our purpose is to help the community to prevent, prepare for, respond to and recover from the impact of fire and emergency events.

Queensland Fire and Emergency Services (QFES) is the primary provider of fire, rescue and emergency management programs and services throughout Queensland. The department encompasses the Fire and Rescue Service, disaster management services, the Rural Fire Service and the State Emergency Service, and also supports other volunteer groups providing emergency response to Queenslanders.

QFES is one department with many services, many capabilities and many partners.

Purpose of the role

SES Capability delivers on the QFES organisational priorities and objectives, providing management of SES governance and capability functions, and implementation of new projects and initiatives. This is achieved through the provision of business support to SES Regions and volunteers, delivering on the QFES Commissioner's responsibilities as described in the Fire and Emergency Services Act 1990, Division 2, section 131 (a), (b), (c) (ii).

Reporting to the Director, SES State Operations you will provide high-level, professional advice on issues of policy, strategy, planning, budget, performance and corporate governance regarding projects and systems to enhance SES capability and will assist with meeting organisational and whole-of-government objectives regarding client understanding and commitment to the enhancement of SES capability development and operational practices. You will work with representatives of portfolio business partners, other Queensland government agencies and local governments to coordinate the design and delivery of projects and systems to improve the ability of SES and QFES to better respond to community impact of severe weather events.

Special requirements
- The incumbent will be appointed as a staff member of the SES and the hours of duty applicable to this role are pursuant to the Queensland Public Service Officers and Other Employees Award - State 2015: specifically, the spread of ordinary hours for SES staff are 0600 to 2200, Monday to Sunday.
- This role is also a designated SES uniformed position; therefore, it is expected the incumbent may possess and/or maintain the necessary skills/expertise or experience to be appointed as an Authorised Rescue Officer in accordance with section 148(2) of the Fire and Emergency Services Act 1990.
- Capacity to participate in an out of hours on call roster during disaster operations. This may require working extended hours, outside of normal hours (eg night shift), including weekends.
- Capacity to travel intrastate or interstate, as necessary.

Your key accountabilities

Your part in the ongoing success of our department, in supporting key frontline services will see you responsible for a variety of work, including, but not limited to:

- Lead and manage the development, implementation and delivery of best practice strategies, frameworks, operational planning, and risk management to enhance effective delivery of services.
- Provide strategic and independent advice on findings and recommendations that emanate from inquiries, coronial hearings, commissions, research and other relevant avenues relating to SES capability development to ensure effective decision-making.
- Manage and coordinate SES knowledge, capability development and training, including identifying and developing initiatives and programs to enhance operational capability.
- Undertake high-level research and critical analysis on methodologies and systems to assess the hazard, risks, vulnerability and community resilience and ensure innovative strategies and solutions meet quality business outcomes.
- Prepare, review and provide complex reports, presentations, briefs and correspondence relating to capability development projects and initiatives, in accordance with departmental requirements and governance.
- Build and sustain partnerships and networks with internal and external stakeholders to effectively liaise and negotiate agreed outcomes on difficult and complex projects and capability development issues.
- Lead and manage a multi-disciplinary team and provide guidance and support to regions by managing human resource functions and develop staff through performance, planning, training and review.
