**About the Role**
The City of Parramatta is going through an incredible transformation as it becomes Sydney's Central City. As part of this journey, we are dedicated to advancing First Nations aspirations and voices. We are looking for a passionate and experienced Community Capacity Building Lead from a First Nations background to lead our efforts in achieving strategic and priority objectives for the City of Parramatta. In this important role, you will demonstrate your leadership skills by leading the delivery of Council’s First Nations Strategy. You will work closely with different teams and stakeholders to strengthen community capacity within the Local Government Area and contribute to shaping the City's future.
The role is situated in the Community Capacity Building (CCB) Team as one of 5 CCB Lead roles who each are responsible for leading the development and delivery of Council’s responses to strategic social priorities including First Nations communities, Social Investment, Homelessness, Disability Inclusion; Homelessness and the Prevention of Family and Domestic Violence. The role is required to work in close collaboration with the CCB Manager and the other CCB Lead roles and portfolios to ensure synergies across portfolios are realised and opportunities to maximise impact are effectively utilised.
**Key Responsibilities**
- Maintain a strategic focus and collaborate with diverse teams and stakeholders to enhance community capacity within the LGA.
- Developing and maintaining strategic operational relationships with Traditional Owners and other First Nations organisations and communities as well as local and state government, non-government organisations and community groups, to influence policies and programs that benefit the Parramatta community.
- Develop a deep understanding of socio-economic issues in the LGA and provide expert advice to internal and external stakeholders.
- Developing opportunities for joint partnerships and strategic approaches to improving community outcomes.
- Convene Council’s First Nations Advisory Committee
- Leading, managing and/or delivering consultative processes relevant to First Nations issues and outcomes across the LGA as required, and strategic projects.
- Manage budgets and portfolios.
- Managing a team of professionals in designated portfolios to promote accountability and alignment towards organisational outcomes
- Preparing Council Reports, Briefing Notes, responses to Councillor enquiries and issues papers as required, in addition to communications for various media on projects.
**About You**
To succeed in this role, we are looking for someone with a combination of leadership experience, cultural understanding, and a strong dedication to improving First Nations outcomes.
Here are the qualities we are seeking:
- Extensive experience in working effectively with First Nations peoples and communities
- Strong leadership skills with a proven track record of successfully leading diverse teams in the Not-For-Profit or Government sectors to achieve strategic objectives.
- Deep understanding of social sustainability, social justice, community capacity building, and place-based work.
- Expertise in program management, financial and budgetary management, service planning, policy development, and quality improvement processes.
- Proven experience collaborating with communities to address their needs and achieve positive outcomes.
- Strong analytical and problem-solving skills, with the ability to engage and influence stakeholders to drive both process and outcomes.
- Exceptional communication and interpersonal skills, including negotiation, consultation, teamwork, and change management.
- Engaging approach and technique in building relationships and influencing others at a high level.
- To perform this role, it is essential that the person is an Aboriginal or Torres Strait Islander person. It is therefore a genuine occupational requirement under section 25 of the Anti-Discrimination Act 1991. _
- Verification of Aboriginal and/or Torres Strait Island heritage may be required.**Qualifications**
- Tertiary qualifications in social sciences or related fields applicable to social planning or social sustainability, or at least 10-15 years' experience in the same fields, dependent on other qualifications.
- Valid Drivers License.
**What’s on offer**
We are offering an attractive salary package from $137,435 to $151,322 plus 11% superannuation.
