Work Type: Temporary Full Time, up to 12 Months (Maternity Leave Cover)

Location: Oran Park Administration Building - 70 Central Avenue, Oran Park 2570

Are you a passionate and strategic people-leader who thrives on building culture, empowering teams, and driving meaningful change? We’re looking for someone like you to join our team on a 12-month contract. This role will focus on continuing to drive a thriving organisational culture, leading meaningful engagement initiatives, and bringing internal communication to life in fresh, impactful ways. If you’re someone who blends creativity with strategic thinking and loves turning ideas into actions that connect people to purpose, this could be the perfect role for you.

About the Role:
As the Team Leader - Engagement & Culture, you’ll guide the direction and delivery of programs that ensure our people feel heard, valued, and inspired. You’ll play a central role in building a strong organisational culture shaped through meaningful engagement, clear and consistent internal communication, and a shared sense of purpose.

From championing the employee voice, to crafting compelling internal campaigns and celebrating important milestones, you’ll help create a workplace that truly reflects our values and vision. Whether you’re rolling out a strategy, planning an event, or developing meaningful communications, your work will directly influence how our people experience life at Council—every day.

Over the 12-month term, your focus areas will include:

- Leading the implementation of initiatives from our newly endorsed Internal Communication and Engagement Strategy.
- Project managing our biennial Employee Experience Survey—translating insights into real, positive change across the organisation.
- Bringing people together through events that matter—think Town Halls, R U OK? Day, Movember, International Women’s Day, and Service Recognition celebrations.
- Collaborating with stakeholders to design and deliver thoughtful, strategic communication plans and engaging content that cuts through—across channels and diverse audiences.

What We Offer:
This is more than just a job, it’s an opportunity to make a lasting impact on the culture and engagement of our people. Join a dynamic, supportive team and lead meaningful projects that shape the future of Council. We offer generous learning and development opportunities, flexible working arrangements, access to employee benefits and educational assistance.

Our workplace is one of diversity, inclusion, and respect, where everyone’s unique skills and experiences are celebrated. You’ll have the chance to bring your creativity, passion, and expertise to a role that values your contributions and empowers you to make a difference.

Essential:

- Relevant experience and/or tertiary qualifications in organisational development, public relations, marketing and/or change management related field.
- Demonstrated experience leading an agile and responsive team and ensuring team performance meets the objectives of the OD & Comms strategy.
- Highly developed communication and interpersonal skills, including the ability to build positive, collaborative relationships with a wide range of stakeholders.
- Ability to prioritise engagement activities and benchmark outcomes and align with branch initiatives.
- Demonstrated ability to develop evidence of data and reportable milestones on OD initiatives and impact of key objectives.
- Demonstrated skills, knowledge and experience in designing and executing internal communications and engagement activities, including producing communications content across a wide range of formats for various audiences.
- Demonstrated ability to plan and coordinate multiple activities and projects to achieve goals and meet deadlines.
- Experience taking initiative, acting with confidence and working under own direction.

Desirable:

- Certificate IV in Training & Assessment.
- Experience with SharePoint and content management systems.
- Demonstrated experience in supporting organisational change projects.
- Experience working in a high paced environment.
- Experience in organisational change management projects with specific reference to driving organisational performance outcomes.
