THE ROLE
A rewarding and challenging leadership opportunity exists for highly experienced Project Lead within the Community Housing team, Housing Growth and Commerical Development branch, Homes Victoria. The Project Lead will manage a collaborative and innovative team focused on delivering the Government's agenda of increasing access to affordable housing for Victorians.
The role will have team and program oversight and responsibility for delivering the Government's agenda of substantially increasing social and affordable housing in Victoria through collaboration with non-profit organisations that provide social and affordable housing, known as community housing organisations.
The Project Lead will manage two teams of project managers whose roles oversee and manage a range of multi-disciplinary teams and consultancies involved across the following areas;
- planning and implementing community housing sector funding for new social and affordable housing through grants;
- the negotiation and design of key terms of contracts for the management of social housing; and
- the monitoring and reporting of performance against contractual obligations for projects in delivery.

- Lead planning and implementation of community housing sector funding programs. This is achieved through leading a team of Project Managers to effectively oversee the full life cycle of social and affordable housing projects to meet departmental objectives including all of these areas: Lead the development of funding structures and commercial development models for social and affordable housing project delivery in partnership with community housing organisations.
- Researching, preparing and executing programs and plans within resourcing, timeline and budget parameters.
- Preparing and managing tender and evaluation processes
- Leading negotiations with successful proponents and the execution of contractual documents.
- Leading the monitoring and evaluation of contracted projects to ensure departmental objectives are met.
- Implementing a system of reporting progress against overall program objectives to key stakeholders and working with partners to address identified issues relating to the time, cost or scope of programs
- Lead the development of funding structures and commercial development models for social and affordable housing project delivery in partnership with community housing organisations.
