The Victorian Department of Environment, Land, Water & Planning (DELWP) employs more than 4,800 staff in 91 locations across the state and brings together Victoria's climate change, biodiversity protection, resource recovery, water, energy, land management, planning and forest and fire management functions into a single department.
VicGrid is a division in DELWP's Energy Group that co-ordinates the planning and development of Victoria's Renewable Energy Zones (REZs), including overseeing investments to strengthen the transmission grid and unlock the potential of REZs. VicGrid is facilitating major transmission network upgrades in Victoria and implementing transmission planning reforms through the Victorian Transmission Investment Framework, which includes the development and delivery of transmission infrastructure projects.
Reporting to the Director Project Delivery, the Planning and Environment Lead is responsible for implementing land use assessments associated with project feasibility and business case development, as well as VicGrid's objectives in planning and environmental assessments and approvals processes for new transmission infrastructure projects to coordinate offshore wind in Victoria. The role will also be responsible for integrating engagement and social license principles into land use, planning and environmental assessments and considerations, consistent with the objectives of the preliminary Victorian Transmission Investment Framework. Additionally, this role will be integral in coordinating and liaising with project proponents, planning and environmental authorities and various key stakeholders and external advisers.
To be successful in this role, you will have demonstrated experience in the planning and environmental approvals aspects of the development and delivery pf major infrastructure projects, ideally in energy, renewables or linear infrastructure. You will have extensive experience in preparing planning and environmental approvals, including land use assessments, mapping and transmission siting activities. Furthermore, experience working with liaising and partnering with project partners, community, traditional landowners, government planning and approval bodies will be highly required. Tertiary qualifications in law, land planning or environmental fields would be desirable.
Specialist/Technical Expertise/Qualifications
- Tertiary qualifications in law, land planning, or environmental fields.
- Sound knowledge of the Victoria planning and approvals process and legislation and regulatory requirements, including the Environment Effect Act 1978¸ Environment Protection and Biodiversity Conservation Act 1999 (Cth), Aboriginal Heritage Act 2006 and Planning and Environment Act 1987.
- Demonstrated experience with land use assessments, mapping and transmission siting activities
- Demonstrated experience in the planning and environmental approvals aspects of the development and delivery of major infrastructure projects in energy or other sectors.
- Experience in preparing planning, heritage, and environmental approvals documentation will be highly regarded.
- Experience working within government planning and approvals bodies will be highly regarded.
- Experience/knowledge with collaborative engagement practices in transmission siting and land use assessment will be highly regarded.
This is a fixed term position available for a period of 2.5 years.
