The role of Manager, Procurement is to drive the delivery of value for money through the implementation of best practice procurement methodologies. The Manager, Procurement is responsible for leading and implementing associated procurement strategies and plans that support the delivery of best practice outcomes. The position is also responsible for project managing the implementation of planned procurement initiatives and for ensuring that robust contractual arrangements are implemented.In this role, you will:
- Develop, implement and review procurement systems, policies and procedures to deliver effective and efficient strategic procurement within QCAA in accordance with relevant legislation and Queensland Government policies.
- Coordinate and manage significant (high-value, high-risk) procurement projects in partnership with key stakeholders, ensuring that risk, probity and transparency requirements are addressed.
- Establish and maintain strategic and effective working relationships within the QCAA and across government agencies and other external bodies.
- Manage strategic procurement functions to ensure best practice, including provision of expert advice on specifications, evaluating offers, contract management and/or administration, supply market analysis and other general procurement activities.
- Administer complex contracts in collaboration with contract managers in accordance with the principles of the Queensland Government Contract Management Framework.
- Contribute to a high-level of professional practice in QCAA by maintaining a strong knowledge of contemporary procurement strategies, policies and practices, and an awareness of government priorities and initiatives that have implications for the procurement function.
- Research and prepare submissions, reports, briefing materials and correspondence and provide expert analysis and advice to senior management and key stakeholders on matters relating to procurement.
- Contribute to a performance management and development culture by providing regular feedback to the Procurement team, monitoring workloads and discussing priorities, developing their capability, and encouraging innovation and creativity.
