- Effectively lead and manage a high-performing team of procurement specialists, overseeing the provision of expert advice and support across the full spectrum of procurement activities.
- Partner with senior leaders across DPI to provide strategic, authoritative procurement advice that enables the successful delivery of high-quality initiatives aligned with business objectives.
The Opportunity (key Responsibilities/duties)
As Procurement Manager you will:
- Effectively lead and manage a high-performing team of procurement specialists, overseeing the provision of expert advice and support across the full spectrum of procurement activities, including public sector tendering, evaluation, negotiation, and contract development and management.
- Partner with senior leaders across DPI to provide strategic, authoritative procurement advice that enables the successful delivery of high-quality initiatives aligned with business objectives.
- Enhance procurement intelligence by analysing and reporting on procurement data and trends, identifying risks and opportunities, and delivering insights that inform both departmental and whole-of-government decision-making.
- Build and sustain strong, collaborative relationships with key stakeholders by:
- Representing the department in internal and external forums, providing trusted procurement advice.
- Developing and promoting practical tools, templates, and standards that support stakeholder capability and consistent procurement practices.
- Driving continuous improvement in procurement governance, compliance, and performance.
- Applying exceptional interpersonal, communication, and negotiation skills to engage effectively across a multidisciplinary environment and influence positive outcomes.
- Demonstrate strategic leadership and problem-solving abilities within a complex public sector environment, maintaining strong networking and relationship-building capabilities.
- Oversee the development and implementation of a comprehensive suite of strategic procurement plans, frameworks, policies, and operational procedures to strengthen organisational procurement maturity and effectiveness.
- Foster a positive, high-performing unit culture, promoting collaboration, continuous learning, and a proactive approach to workload management, including the coordination of high-priority and ad hoc requests.
What We Are Looking For (qualifications, Registrations, Experience)
- Completed Level 3 Procurement Certification (Diploma in Government - Procurement and Contracting) or Completed Level 4 Procurement Certification (Advanced Diploma of Government (Procurement and Contracting).
- Extensive knowledge of procurement, contract management including administration, performance management and Qld Government public tendering.
- Proven capacity to contribute to strategic and operational planning through innovative problem solving and understanding of contemporary procurement and contract management and administration including technology and application.
- Communication skills that demonstrate experience in stakeholder engagement, effectively influencing to drive outcomes through to completion through persuasively present cases based on logic, data and the objective merits of a situation and influence others in their thinking.
- Negotiation and facilitation skills demonstrating experience in dispute resolution in commercial matters.
- Knowledge of, or the ability to quickly develop a thorough knowledge of, Queensland Procurement Policy and other relevant government regulations and by laws the rules governing of the tendering process.

- Every staff member is expected to role model leadership behaviours. This role requires the Program Leader leadership capabilities as outlined in the Leadership competencies for Queensland booklet
