**About the role**:

- The Manager, Procurement and Business Services will hold accountability for the development, maintenance and delivery of policy and procedure frameworks under which the department manages its procurement and contract records, including financial management and disclosure, and monitoring and responding to new and emerging issues and risks relating to the same.
- As Manager, Procurement and Business Services, you will lead a small team to coordinate and lead the administration of procurement and contract services, including the development and maintenance of appropriate standard operating procedures, quality assurance activities, continuous improvement, records maintenance, and compliance monitoring and reporting.
- The role involves developing effective relationships with a range of internal and external stakeholders and providing or contributing to authoritative and expert procurement and contract administrative advice and recommendations consistent with the DH procurement framework.

**How you'll make a difference**:

- Lead the development, maintenance and accuracy of procurement operating systems through the development, maintenance and delivery of policy and procedure frameworks for the management of procurement and contract records, including financial management and disclosure.
- Effectively managing and maintaining corporate information systems for procurement processing and contract management by leading the development and implementation of appropriate quality assurance and control measures, to enable regular monitoring of compliance, quality and best practice.
- Prepare and present regular reporting, supporting compliance and the delivery of continuous improvement initiatives.
- Comply with the _Financial Management Act 1994, _Victorian Government Purchasing Board goods and services supply policies and other relevant legislation, regulations and government directives, policies and guidelines.
- Through detailed data analysis and investigation, investigating and completing reporting requirements, providing authoritative advice and recommendations on risks and issues, supporting business needs and resolving complex operational problems and issues.
- Identify and implement improvements to systems and processes; conceptualise and articulate new ideas and ways of thinking to achieve better outcomes; manage delivery of agreed projects within resourcing, timeline and budget parameters.
- Maintain a responsive, first point of call support and advisory service for all staff in relation to procurement, contracts, funding and grants, accounts payment and related matters, with a solution-focused delivery methodology.
- Effectively supervise and provide leadership to a team of employees.
- Where responsible for overseeing, monitoring or delivering projects, ensure they are delivered in accordance with relevant legislation and government regulations and guidelines.
- Identify emerging issues, risks and trends impacting on the successful achievement of key business objectives and imperatives and provide high quality business intelligence and sound recommendations based on comprehensive research and investigations.
- Strong critical analysis and reporting skills, high attention to detail, excellent writing skills and experience in managing stakeholder relationships.
- Build and maintain positive relationships with key stakeholders to facilitate a partnership approach, working in collaboration with key stakeholders.
- Provide leadership, guidance and authoritative advice to internal and external stakeholders and prepare and present detailed, comprehensive reports, ministerial briefs, cabinet and agency
