The Courts Administration Authority (CAA) is constituted by the _Courts Administration Act_ 1993. The Act established the State Courts Administration Council as an administrative authority independent of control by executive government and conferred on the Council power to provide courts with the administrative facilities and services necessary for the proper administration of justice.
The Intervention Programs Branch includes the Abuse Prevention Program, the Treatment Intervention Court, and Aboriginal Programs. The Branch is based in the Adelaide Magistrates Court and is responsible for facilitating access to intervention programs for defendants referred by the Magistrates Court and for managing the services provided by Aboriginal Justice Officers.
The Manager, Intervention Programs is responsible for the effective operations of programs within the Treatment Intervention Court, the Family Violence Court, and the Aboriginal Sentencing and Community Courts. The Manager is responsible for the procurement of evidenced-based specialist rehabilitation services and management of those contracts to ensure the best use of CAA resources and the delivery of agreed outcomes. The Branch employs both professional and administrative staff.
**Do you have?**
- Proven experience in leading and managing a multi-disciplinary team to meet performance outcomes in a complex environment; including monitoring, reporting and analysing the provision of quality services, programs and projects.
- Experience in developing and maintaining effective relationships with key stakeholders including health and welfare disciplines, external service providers, and other public-sector agencies to deliver mutual outcomes.
- Demonstrated experience in program design and development using contemporary evidence-based theory and practice.
- Experience in managing critical and complex programs and projects to time and cost constraints, whilst ensuring organisation wide strategies and objectives are achieved.
- Proven ability to make high-level decisions, exercise independent judgement and initiative under broad direction, and identify and achieve performance outcomes in a context of competing expectations.
- Demonstrated experience in the preparation, implementation and evaluation of policies, strategic plans and strategies.
- High-level analytical and problem-solving skills and an ability to consider and review data, audits, and evidence to facilitate ongoing improvement of programs and initiatives.
- Highly developed interpersonal skills and demonstrated ability to communicate effectively, both verbally and in writing to a range of audiences, including the ability to clearly articulate complex concepts, critical issues, and changes in strategies/practices/policies, and to effectively negotiate successful outcomes.
- Comprehensive knowledge of emerging directions within Specialist Courts jurisdictions as well as the political and socioeconomic sensitivities that impact on the planning, development, funding, delivery and management of specialised court programs.
- Knowledge and understanding of the political, historical and socio-economic circumstances that continue to impact Aboriginal peoples, their cultures, and their communities.
- Comprehensive understanding of procurement and contract management functions within a government or large corporate environment.

**Special Conditions**:
- Appointment is under the _Courts Administration Act, 1993_. Terms and Conditions of employment are governed by the _Public Sector Act, 2009_.
- The incumbent will be appointed as the Intervention Program Manager in accordance with the relevant legislation, and will have legislated responsibilities under the _Bail Act 1985_, _Sentencing Act 2017_ and _Intervention Order (Prevention of Abuse) Act 2009_.
- This role is identified as a Prescribed Position and the successful applicant is required to obtain a Working with Children Check (WWCC) prior to employment with the CAA, which must be renewed every five years before expiry.
WWCC’s can be obtained through the Department of Human Services (DHS) Screening Unit
- Appointment is dependent upon a current National Police Certificate that the CAA finds satisfactory.
- As a justice agency, the CAA may receive details of spent convictions as part of any criminal history screening and may use this information in the selection process.
- Appointees may be directed to disclose their COVID-19 vaccination status.
**Requirements**:
A relevant allied health degree related to human service delivery such as Social Work, Psychology, or relevant Tertiary Qualification as determined by the State Courts Administrator.
**Remuneration**:
AHP4 / PO4 with Managerial Allowance ($112,625 - $122,610 per annum)
