The Policy Analysis and Engagement team forms part of the Transport Policy Branch (TPB). The branch works collaboratively to develop coordinated and quality policy solutions that support the attainment of government and TMR strategic outcomes via stakeholder engagement, environmental scanning, program oversight, policy design and development and economic analysis.
Reporting to the Director (Policy Analysis and Engagement), you will lead a small but high performing capability that identifies the long-term issues, challenges and opportunities shaping the future of the transport policy sector in Queensland and formulate, in consultation with stakeholders, policy responses for further consideration.
You will work in close partnership with Manager (Agenda Definition and Oversight), as part of the Policy Analysis and Engagement team to define an efficient and prudent strategic agenda that positions Transport and Main Roads to harness opportunities and manage challenges to move people and goods, safely and efficiently into the future.Accountabilities include: - Maintain current state view of the transport policy landscape that shows hierarchy of strategic documents, respective responsibilities and accountabilities, internal and external dependencies. - Engage other TMR teams responsible for policy development and/or implementation to ensure policy settings remain relevant, effective and any strategic and/or policy gaps receive further consideration. Produce and maintain framework that provides authoritative and up-to-date source of advice about TPB futures analysis and insights process. Understand and analyse changes that may shape the future of transport in Queensland, identify and scope policy responses that position TMR to deliver its vision and coordinate regular presentations and briefings on focus insights. Support others in the Policy Analysis and Engagement Team to define the TPB forward plan and oversee TPB programs of work. Coordinate the identification, research, and analysis of a broad range of issues, risks and challenges confronting the transport system, including emerging customer requirements. Provide authoritative advice on transport system priorities, policy and challenges to the Minister, ministerial staff and executive management. Lead engagement activity within and outside of the Transport Policy Branch to position the Departments activities and ensure that policy remains coordinated with and highly relevant to decisions facing our stakeholders. Develop and maintain effective partnerships with stakeholders across department, government, industry and community in relation to the achievement of strategic transport system priorities. Represent the department as required in relation to organisational and local, state and national transport issues and policies. Lead and participate in project teams, comprising internal and external resources to develop and implement strategic transport policy and initiatives within agreed quality, cost and time parameters. Manage a team, include coordination of broad range of policy and project tasks and activities and day-to-day resourcing requirements. Participate, in a constructive way, in performance conversations to build and support a culture of performance improvement. Create positive work environment that supports continuous improvement. Position reports to Director, Policy Analysis & Engagement and has 2 direct reports.TMR is currently considering the implementation of a mandatory COVID-19 vaccination policy whereby it would be a condition of employment for TMR employees to be and remain fully vaccinated against COVID-19.
