**About the Role**
Provide advice and support to City Safety & Compliance Department leadership team with regards to local laws & animal management compliance.
- The incumbent will be responsible for providing briefs of evidence to be submitted to Council’s legal representatives to prosecute relevant matters and be responsible for the delivery of strategic projects where applicable.
- In addition, the position is also responsible for the monitoring of any contracts relating to the services provided by the Local Laws & Animal Management business unit.
- Working independently and without direct supervision, the Team Leader Local Laws & Animal Management will be required to exercise an autonomous and innovative decision-making process to achieve the service delivery outcomes required by the City Safety & Compliance Department.
- Lead and undertake the review of local laws by engaging effectively with the community during this process, fostering open dialogue, understanding community needs, and ensuring transparency. The incumbent will collaborate with diverse stakeholders, translating community input into actionable strategies, and successfully implementing initiatives that enhance the overall well-being and compliance with the community.
- Prepare briefs of evidence and where required represent Council at the Victorian Civil and Administrative Appeals Tribunal (VCAT) and in Magistrates Court to prosecute relevant matters.

**Skills & Experience**
- This senior leadership role requires strong emotional intelligence, which is vital to effectively manage diverse stakeholders and balance regulatory impacts, ensuring a harmonious alignment between different interests and regulatory requirements.
- Demonstrated specialised expertise to provide counsel and guidance to management, the Executive Leadership Team (ELT), and various stakeholders. It involves navigating complex legislative responsibilities spanning planning enforcement, Local Laws, and environmental regulations.
- Demonstrated knowledge of the Magistrates Court and Victorian Civil and Administrative Appeals Tribunal (VCAT) in relation to enforcement and appeal reviews.
- Possess a sound knowledge of Local Laws and Domestic Animals Act.
- An understanding of the long-term goals of the functional unit and the wider organisation.
- Excellent negotiation skills to resolve conflict when undertaking enforcement activities.
- Well-developed customer service principles and practice.
- Knowledge of the GEAC Pathways local government software package is an advantage.
- Demonstrated ability to work as part of a team and create a positive dynamic team culture, a ‘can do attitude’.
- Demonstrated ability to lead change management.
