Purpose of specific work area and position

The Community Infrastructure Branch (CIB) is a centralised branch providing policy and direction to frontline officers working in regions to ensure the services delivered across Queensland are consistently adding value to the community. CIB functional units operate cohesively through the building life cycle from building design stage through to demolition stage and through their specialised units, maintain fire safety for the entire building life cycle of every Queensland building.

The purpose of the Fire Safety Section is to reduce the risk and cost of fire to the community by ensuring buildings and their occupants, contents and functions are protected by properly implemented and maintained fire safety measures. The Places of Public Assembly and Unwanted Alarms (PPAUA) unit provides Regional Fire Alarm Management teams with the direction, structure, guidance and intent whereby they can contribute to a reduction of unwanted alarms.

Queensland Fire and Emergency Services responds to over 19,000 unwanted alarm activations from monitored fire alarm systems per year, creating an unacceptable high burden on the community in the form of building occupant complacency generated from exposure to excessive unwanted alarm activations and the high financial burden of business interruption.

Reporting to the Executive Manager, Fire Safety, you will be responsible for leading and managing the delivery of educating and enforcing legislative compliance and proactively working with building owners and occupiers to address two significant risks using the provisions of the Fire and Emergency Services Act 1990, by ensuring building occupiers take action to reduce unwanted alarms and to ensure the occupancy numbers of licensed premises are kept to an acceptable level.

We are seeking Expressions of Interest from Fire and Rescue Service operational staff in conjunction with the current generic Inspector role description (see additional information below).

Primary duties

In addition to the generic Inspector, Fire and Rescue Service Role Description, the purpose of the Manager, PPA UA includes but is not limited to:

- Lead and manage team members on matters of content expertise regarding overcrowding in at risk buildings and unwanted alarms to ensure a coordinated, efficient and proactive QFES response to meet fire safety and public protection responsibilities.
- Develop and implement policies, guidelines, processes and procedures relating to licensed premises for internal and external stakeholders.
- Lead and manage QFES involvement in the inspection of the fire safety aspects of licensed premises to increase community safety and ensure the operational response objectives are able to be achieved.
- Assist with the establishment and maintenance of building systems and processes to achieve quality outcomes.
- Manage existing Priority Problem Buildings (PPB) and work at reducing the instance of unwanted alarms to meet legislative requirement and organisational objectives.
- Submit weekly reports regarding the progress of activities and report the achievement of set goals, milestones and performance standards as determined for each activity.
- Work with regional teams to identify PPBs and emerging issues, improve alarm management and reduce the instances of unwanted alarms, and compile quarterly reports for at risk licensed buildings.

Additional information
- This position is open to substantive Inspectors and suitably qualified Station Officers.
- Incumbent's may be required to travel and work within the area of responsibility e.g. Brisbane Employment Location and may also be required to undertake intrastate and interstate travel.
