**Description**

Hitachi Rail are currently looking for a **Rail Possession/Access Manager**

As Rail Possession Manager, you will be responsible for providing effective coordination and management of rail possession (shutdowns) and associated staging works for the Hitachi signalling rail delivery.

**Location: Perth WA / FULL TIME**

**PURPOSE OF THE ROLE**:
Deliver all aspects of Access Planning, ensuring the safe, efficient, and cost-effective planning of track access. Deliver the coordinated planning, resourcing, and implementation of engineering access in accordance with project timescales and industry standards. Lead and manage a team of possession / access co-ordinates to ensure available access is maximised.

**AREAS OF RESPONSIBILITY / TASKS**
- Responsibility for planning all track access activities and managing the required resources
- Responsibility for compliance with appropriate legislation and standards
- Ensure that all resources hold appropriate qualifications / licences for the activities carried out.
- Lead the management of the Works Readiness process and ensure that T minus Stage Gates are achieved for (PTA) Public Transport Authority
- Coordinate with PTA Network Safety and Operations teams to ensure that all possession access requirements for Hitachi’s works and their subsequent limits are correctly represented and submitted
- Convene and chair Possession Planning Meetings & Peer Review Meetings
- Maintain accurate and details records of possession arrangements
- Proactively deliver track access and operational interface elements of projects within timescales during both planning and implementation
- Ensure engineering access timescales and critical milestones are met
- Produce and book robust, safe, deliverable & technically compliant possessions, worksites, signalling disconnections and electrical isolations.
- Book engineering and test trains as required (via Public Transport Authority /Rail Transport Operator processes)
- Attend Public Transport Authority possession / territory meetings to ensure appropriate de confliction of works and appropriate access is obtained.
- Book / confirm appropriate possession resources.
- Resolve possession / Worksite conflicts to deliver the Hitachi plan, whilst minimising commercial risk.
- Identify possession / engineering access risks and implement mitigation risks throughout the possession lifecycle
- Produce Access Plan and a Safety Management Plan (or Safe Work Method Statement) material and submit to PTA within timescales.
- Negotiate with PTA, Train and Freight Operating Companies for disruptive / enhances possessions and access to PTA and third party owned depots / yards.
- Support submission of Hitachi tender documentation, ensuring that possession, isolation and signalling disconnection strategies are identified and secured.
- Provide professional advice from an operations / engineering access viewpoint

**EDUCATIONAL REQUIREMENTS**
- It is essential that you have a valid TLIF0008 safety critical communication in the rail environment certificate issued by the PTA and a Current Supervised Worker (SW) track access accreditation.

**Hold or deep understanding of the following track competences**:

- Current Protection Officer 2 (PO2) track access accreditation
- Current Protection Officer 3 (PO3) track access accreditation
- Current Road Rail Vehicle (RRV) track access accreditation
- Person Responsible for Electrical Safety (PRES)

**COMPETENCIES**

**Knowledge and Experience**:

- Minimum of 5 years railway operations experience
- 2 years should include planning /management of engineering work.
- Good communication skills at all levels of department and other disciplines also customer and suppliers
- Computer literate - ability to efficiently pick up new software or systems.
- Excellent understanding and knowledge of PTA standard
- The ability to prioritise workload and achieve objectives
- A high degree of self-direction
- Commercial awareness and ability to manage work packages and identify change
- A proven track record of delivery, with demonstrable ability to form effective working relationships
- Through knowledge of the rule book, railway operating rules, regulations for train signalling and group standards

**Specific Health, Safety and Environmental Responsibilities for this Post**:

- Ensure that directed staff are capable and competent to undertake the tasks allocated to them
- Ensure effective implementation of the Project Health & Safety Plan, Project Quality Plan and Project Environmental Plan on projects responsible for and in compliance with PCL requirements
- Communicate and encourage feedback on H &S and environmental issues
- Undertake Health and Safety tours or inspections; act where deficiencies are observed
- Promote and use the business procedures to control and manage work
- Be prepared and be competent to manage any for-seen emergency situations
