**About the Department of Employment and Workplace Relations**

**The Role**
Reporting to the Assistant Director, the Procurement and Finance Officer will support the delivery of a range of finance business activities including the planning, release, and assessment of procurements for the VSL and VET Information Branch.

The VSL Governance and Program Management Team works closely with other teams to ensure that VSL improvement projects, stakeholder engagement, governance activities and financial matters are managed and reported in a coordinated and consistent way. We provide oversight and direction to the leadership group to ensure the right work is done and that the work is done right. The VSL Financial Management sub-team ensures efficient use of VSL program resources and accountability for the stewardship of those resources.

**Duties and Responsibilities**
- Conduct procurement activities including approaches to market, contract evaluations and negotiations in line with departmental policies, procedures, delegations, and legislation, including development of related documents (procurement plan through to contracting/ invoicing)
- Drafting the development and review of procurement documents standard operating procedures for the team, including but not limited to procurement plans, request for quotes (RFQs), contracts, change orders and ICT Sourcing requests.
- Provide advice and support to stakeholders on all aspects of strategic source and vendor management
- Supervision and guidance to Panel members running evaluation
- Providing analysis and advice on current planned financial performance of the VSL and VDS Programs
- Responding to a range of external reporting requests (e.g. budget and annual reporting updates)
- Internal budget and resource monitoring and reporting
- Financial modelling
- Providing financial input/ advice to inform policy decisions
