About us As a department our purpose is to help the community to prevent, prepare for, respond to and recover from the impact of fire and emergency events. Queensland Fire and Emergency Services (QFES) is the primary provider of fire, rescue and emergency management programs and services throughout Queensland. The department encompasses the Fire and Rescue Service, disaster management services, the Rural Fire Service and the State Emergency Service, and also supports other volunteer groups providing emergency response to Queenslanders. QFES is one department with many services, many capabilities and many partners. Purpose of the role The Capital Works team leads and facilitates the annual programming and scheduling of commissioned projects and related activities to ensure delivery of the department's capital major, medium and minor works program. The team contributes to the strategic planning, evaluation and interpretation of relevant legislation and standards to ensure QFES meets whole-of-government building and accommodation requirements, and provides specialist building and construction advice to ensure best value capital investment is realised, and best practice asset management optimises the useful life of QFES built asset portfolio. Reporting to the Director, Building and Property Management you will be responsible for leading and managing a multi-disciplinary team within the appropriate financial, contractual and human resources delegations. You will drive strategic planning, implementation and review of the Capital Works program, and work closely with key internal and external stakeholders with a whole-of-government perspective and high-level engagement to deliver a major program of works across Queensland to match outcomes required by government with current and projected needs of the community. Key requirements Highly desirable requirements - Experience in strategic planning and collaboration activities capital works management in a large, complex organisation. - Sound understanding of benefits realisation and project management concepts. - Tertiary qualifications in property (construction, engineering) or a post graduate qualification in a relevant field or related business discipline is highly desirable. Your key accountabilities Your part in the ongoing success of our department, in supporting frontline services will see you responsible for a variety of work, including, but not limited to: - Your part in the ongoing success of our department, in supporting frontline services will see you responsible for a variety of work, including, but not limited to: - Lead, manage and direct a multi-disciplinary team to facilitate a strategic approach to the effective implementation and delivery of the department's Capital Works program. - Provide expert project management, including advice on complex contract and procurement matters, to support the delivery of multiple capital works projects. - Develop, review and continuously improve management systems, policies, standards, procedures and guidelines with a knowledge of industry best practice. - Identify and develop performance monitoring and reporting including audits and key performance indicators to assess the effectiveness of the Capital Works program. - Ensure quality delivery of all statutory requirements and legal obligations associated with administrative risks and liabilities, workplace health and safety and human resource management. - Provide high level strategy and policy advice and represent the division in departmental and whole-of - government negotiations to develop budgets and design reports for appropriate decision-making. - Manage, prepare and review complex reports, submissions and briefings, and ensure accurate and appropriate response to a range of correspondence in accordance with departmental requirements. - Lead and manage the operations of the team through effective human resource and financial management practices and principles, including development of staff through performance, planning and review.
