**About the role**:
The ICT Sourcing Officer reports to the ICT Commercial Manager in ISB and will utilise a blend of customer focus, interpersonal, commercial/legal, procurement and ICT technical skills to perform this role by:

- Facilitating the delivery of low risk, low value and transactional sourcing required by the annual ICT Program of Work;
- Supporting sourcing specialists with medium and higher complexity sourcing activities;
- Liaising closely with the ICT Sourcing Specialist team and ICT Category Management team to ensure alignment with SPO strategies and ongoing management and development of supplier relationships; and
- Establishing and maintaining internal customer relationships with key contacts to ensure the effective management of sourcing activities.

The ICT Sourcing Officer must demonstrate behaviours consistent with, and be a role model for, a customer-first, service focussed culture embracing the principles of business intimacy and operational excellence. The key business colleagues to whom the ICT Sourcing Specialist will provide services to are:

- Information Services Branch (CIO; Portfolio Managers; Project Managers; etc)

- ICT Category Specialists
- Category Manager

**Key responsibilities**:
The role holder will perform the following activities:

- Provision of ICT Sourcing Officer activities for low value, low risk activities such as:

- Facilitate pre market approvals by appropriate delegates
- Provide advice on best sourcing approaches
- Provide procurement RFx templates (e.g. conditions of tender; specification; draft contract; evaluation plan) to key stakeholders
- Facilitate generation of official files and records
- Develop and/or review specifications ensuring appropriateness for quality sourcing and contacting
- Prepare contracts using corporate templates
- Assist with the evaluation and presentation of evaluation summaries to key stakeholders and make recommendations to Procurement delegates
- Provide advice on contract non-compliances resolution during the evaluation process and liaise with the Strategic Procurement Office and Brisbane City Legal Practice as required
- Assist with negotiations during sourcing processes
- Facilitate post market approvals and contract executions by appropriate delegates
- Facilitate update of the corporate contract register as required
- Assist with performing contract administration tasks during the project lifecycle (note: post project, contract administration responsibility would transfer to BAU resources)
- Maintain a detailed documentary record of procurement processes and decisions ensuring the audit trail is adequately maintained and documented for probity, accountability and audit purposes.
- Correspondence development and handling for sourcing processes, such as:

- Preparation of meeting agendas
- Preparation of meeting minutes
- Preparation of briefing notes
- Preparation of presentations
- Preparation of submissions
- Preparation of reports
- Preparation of letters

**Skills and requirements**:

- Experience working in local or state government procurement, combined with a general knowledge of ICT products and services and related supply arrangements;
- Proven ability to plan and execute multiple RFQ processes through to contract award efficiently and in accordance with organisational policies, procedures and processes;
- Proven written communication skills to produce quality reports and procurement documentation;
