Operations Manager, School Cleaning Unit

We are seeking to recruit an Operations Manager to join our School Cleaning Unit at Victorian School Building Authority
Reporting to the Manager, the Operations Manager takes on an important leadership role and provides direct day-to-day leadership within the School Cleaning Unit.
The School Cleaning Unit sits in the Facilities Branch and is responsible for supporting all Victorian Government Schools with the delivery of School Cleaning arrangements. This includes the delivery of an area-based cleaning model in Melbourne metropolitan schools and a strengthened compliance and monitoring framework for regional schools.
The Operation Manager is responsible for ensuring that the School Cleaning Unit achieves its business unit goals and objectives. One of the key functions of the role is to provide direct leadership and accountability for the contract management team and the successful delivery of the area-based cleaning model. The Operations Manager is also expected to be heavily involved with all procurement activities and oversee other related commercial contracts to ensure compliance with Department processes and policies.
The Operations Manager will report to the Manager of the School Cleaning Unit and will be responsible for the following but not limited to:
- Providing leadership to the contract management team and the broader School Cleaning Unit team.
- Providing strategic commercial and operational advice for the School Cleaning Unit.
- Delivering the Metropolitan Area-based Cleaning Model which in turn delivers high standard of cleaning in schools.
- Establishing and maintaining effective relationships with service providers in order to manage risks and resolve issues impacting service delivery. This may include managing sensitive negotiations with competing priorities.
- Using expert knowledge of contract compliance to lead a contract management team, manage non-compliance and underperformance and provide guidance on strategic contract management to the unit manager and senior executives.
- Collaborating with internal teams on a range of matters, such as planning, commercial discussions, legal and communications.
- Led all relevant procurements, including developing procurement strategies and implementing and maintaining commercial arrangements for the School Cleaning Unit; and
- Build confidence and assurance in school cleaning arrangements for key stakeholders, including the school and its staff, students, school cleaners, and the public.
- Support all other goals and objectives of the School Cleaning Unit, including the successful delivery of cleaning services to schools in regional Victoria.
- Performing any other duties that may be required to support the School Cleaning Unit from time to time.
This position is based at 33 St Andrew Place, East Melbourne. Hybrid working arrangements are available, but regular office attendance is required.
