**About the Division
The Resilience and Recovery Division provides leadership, direction and advice to agencies and stakeholders to ensure Queensland's disaster recovery and resilience policies and programs reduce risk, increase resilience and improve preparedness for disasters.
About the Team
The Policy and Program Design team are responsible for delivering actions to improve the resilience of Queensland communities and facilitate locally led disaster recovery, coordinate Disaster Recovery Funding Arrangements (DRFA) extraordinary funding packages and resilience funding programs, and help communities prepare for and recover from disasters.
About the Role
This role leads the $5 million Monitoring and Evaluation Initiative for the 2021-22 Southern Queensland Floods.
Lead a variety of evaluation projects across the five lines of recovery and resilience - human and social, building, economic, environment, and roads and transport.
Oversee the design, data collection, analysis and reporting activities for DRFA Category C and D exceptional circumstances packages.
Engage, collaborate and partner with key stakeholders to improve the data collection and reporting practices of state and local government agencies contributing to reconstruction, disaster recovery and resilience activities.
Oversee the growth and continuous improvement of QRA's internal monitoring and evaluation capabilities
Lead the development of fit-for-Queensland evaluation templates, resources and guidance materials.
Lead the development of logic models, evaluation and performance measurement frameworks, evaluation plans and data collection instruments (including surveys, questionnaires and other tools).
Design and implement systems to ensure evidence gathered and lessons learnt from evaluation practices inform the design of future Category C and D exceptional circumstance packages.
Present tailored data insights and key evaluation findings to internal and external evaluation stakeholders to inform current and future implementation.
Represent QRA's position in meetings, committees and cross agency forums at state and national level, drawing on organisational expertise and evaluation experience.
Fulfil DRFA requirements as delivery agent for the Category C Monitoring and Evaluation Initiative.
Undertake related project and other duties of equivalent complexity as required.
This role has two direct reports and reports to Director, Policy and Program Design.
QRA's workforce is agile and ready to respond quickly to support disaster priorities. You may have the opportunity to undertake other temporary duties or work in alternative locations to support impacted communities.
