About us

As a department our purpose is to help the community to prevent, prepare for, respond to and recover from the impact of fire and emergency events.

Queensland Fire and Emergency Services (QFES) is the primary provider of fire, rescue and emergency management programs and services throughout Queensland. The department encompasses the Fire and Rescue Service, disaster management services, the Rural Fire Service and the State Emergency Service, and also supports other volunteer groups providing emergency response to Queenslanders.

QFES is one department with many services, many capabilities and many partners.

Purpose of role

Hazard and Risk leads the development of scientifically and intelligence disaster risk assessments for Queensland through the integration of contemporary and internationally aligned risk methodologies. This influences the mainstreaming of disaster risk management into the general development process (including economic, social, environmental and infrastructure development), aiming for disaster risk reduction and sustainable development.
Reporting to the Director, Community Resilience and Risk Mitigation you will be responsible for leading and managing the functions of the unit and to build strong relationships and work with our key stakeholders to develop and strengthen resilience within the community including to identify hazard and risk and develop strategies that mitigate the effects of disasters in the community. You will also contribute to the development of QFES and state government policies that achieve mitigating the effects of disasters/potential disasters under a changing climate on the community and the state.

Key requirements

Highly desirable
- Experience and/or qualification in Geospatial Information Systems.
- Application of risk management in a disaster management and operational planning context.
- Knowledge of community engagement principles and concepts.

Special requirements
- It is expected that the incumbent may participate in an out-of-hours on-call roster during emergency operations. This may require work outside of normal hours (e.g. night shift), including weekends, working extended hours and may include deployment to other parts of the state.

Your key accountabilities

Your part in the ongoing success of our department, in supporting key frontline services will see you responsible for a variety of work, including, but not limited to:

- Lead and manage and contribute to the development, implementation and evaluation of scientifically based and local community relevant disaster risk management data, processes, systems and tools.
- Lead and contribute to the collaborative identification and assessment of broad area risk for use within and across local government, disaster district and State disaster risk assessments.
- Develop and maintain a planning capability to contribute toward the development of risk based planning and policy at all levels of Queensland's Disaster Management Arrangements (QDMA).
- Manage and contribute to the development of risk communication and education strategies to effectively liaise between QFES regions, other emergency services, QDMA groups and the community.
- Prepare and review complex reports, briefing notes, submissions, departmental and other correspondence in relation to hazard and risks in a disaster management, in accordance with departmental requirements.
- Develop strong relationships with internal and external stakeholders to ensure customer requirements are met and business objectives are achieved.
- Represent, liaise and negotiate agreed outcomes for QFES on high-level committees and working groups to mitigate the effects of disasters in communities.
- Lead and manage teams within a dynamic work environment, fostering teamwork and managing human resource activities including developing and managing staff performance and providing feedback.
