Supporting and leading complex capital procurement services, one of the key purposes of the Procurement Officer role is to drive VFM/cost effective outcomes to customers for the department. The position also provides procurement advice and support to a diverse range of customers, leads and provides effective relationship management services and ensures compliant procurement outcomes for its customers.
The Procurement Contract & Business Services Unit is responsible for ensuring that the department meets its legislative and policy obligations when procuring and managing purchasing and contracts. The branch manages the department's procurement strategy, policies and processes and provides organisation-wide support for procurement, including tendering, contract management, service agreement management and category management.
The Victorian Health Building Authority (VHBA) is a branch within the Health Infrastructure Division (HID) of the Victorian Department of Health (DH), responsible for the rollout of the Victorian Government's multi-billion-dollar health capital projects. Our diverse projects span the health, mental health and aged care portfolios across metropolitan, regional, and rural settings and ambulance branches across Victoria. VHBA also provides technical support across engineering, property, asset management and environmental sustainability disciplines. Our priority is to provide innovative and sustainable infrastructure solutions that will ensure our health system meets the needs of all Victorians now and into the future.
**Accountabilities**
- Support the provision of procurement services including complex capital procurements and advice to internal clients regarding negotiations, approval frameworks and control gates.
- Comply with the Financial Management Act 1994, Project Development and Construction Management Act 1994 and other relevant legislation, regulations and government directives, policies and guidelines.
- Contribute to procurement projects so that they are completed accurately and timely in accordance with departmental procedures, and government regulations.
- Provide systems administration and prepare clear and concise reports, correspondence and briefing materials as required.
- Undertake the development of procurement and funding documentation including specifications, statements of requirements, evaluation criteria, submission documents, selection and approval reports.
- Maintain tendering, purchasing or contract development and management processes and systems that are rigorous, transparent and have credibility with all stakeholders.
- Review and provide advice on policy and guidelines to internal clients and stakeholders with respect to procurement planning as well as assisting with evaluation and negotiation processes.

- Provide input and recommendations on opportunities for cost savings and monitor and report on subsequent savings arising from such initiatives.
- Keep accurate and complete records of your work activities in accordance with legislative requirements and the department's records, information security and privacy policies and requirements.
