Modal Planning is a Division within the Policy, Precincts and Innovation Group in Department of Transport and Planning, and is responsible for bringing together the planning for Victoria's transport network across the modes of walking and cycling, public transport (rail, bus, tram), roads and provisioning for freight. Our key artifacts are the suite of Victoria's Modal Plans. Our division drives the planning for the network from the long term through to handover into delivery for all transport users. We use evidence to underpin our decisions and to provide robust, expert advice to our colleagues in Network Design and Integration and Policy, Precincts and Innovation, as well as our partners across DTP - principally Transport Services and to our Ministers. We support the Big Build by delivering specifications for service that enable projects to design and deliver infrastructure that's fit for purpose and delivers simple, safe, connected journeys.
Victoria is excited to be confirmed as hosts of the 2026 Commonwealth Games. In a Commonwealth Games first, Victoria 2026 will introduce a new multi-city model, bringing global sport to five regional hubs: Geelong, Bendigo, Ballarat, Gippsland, and Shepparton. Each hub will have its own athlete and technical official village, and together they will deliver a multi-sport programme in world-class regional sporting venues.
Hosting the 2026 Commonwealth Games will create a legacy for Victoria that extends well beyond the competition period. This will include significant investment in community infrastructure in regional Victoria, including transport and world-class sporting facilities.
About the Role
Each Games venue will need a transport plan for each event. The Commonwealth Games Transport Planner will support the development of a Games Transport Operations Plan in collaboration with stakeholders across DTP. Once approved, the Transport Operations Plan will form the basis for a series of specifications for service delivery for each day of the Games.
This position requires a Transport Planner with outstanding collaboration and relationship building skills. You will need to have a proven track record in transport planning, and an understanding of key concepts including rail, bus, active transport planning, and be able to provide insights and strategies to operational road management teams to enable them to prepare Victoria's Road network for the Games.
Position Outcomes
- Collaborated with modal specialists to produce a Commonwealth Games Transport Plan(s) covering all modes of transport.
- Partnered with DTP Groups, especially Transport Services and Network Design and Integration to identify required infrastructure to support the Games, and to integrate planned infrastructure into the Transport Plans, leveraging the Big Build.
- Supported the production of Commonwealth Games Transport Plans, including a series of Service Specifications to inform downstream delivery teams.
- Used data and evidence to advise decision making and to drive insights. Worked closely with technical specialists especially in timetabling and modelling.
- Build strong and productive relationships within DTP and across Government and support each Transport Services region in their partnerships with local governments across regional Victoria.
- Provided effective support to their team. Worked across the Division to drive commitment and delivered on the services required.
- Contribute to and support safe, inclusive and flexible team operations.
Qualifications and Experience
Mandatory
- Experience in transport planning and/or service design.
- Ability to interpret and manipulate complex datasets, including transport demand and develop service plans to respond to demand.
- Interpersonal skills including the ability to form productive relationships at all levels and to influence stakeholders.
- Knowledge of Victoria's transport system.
- Advanced communication skills.
Desirable
- Proven experience in multi-modal transport planning and service design.
- A relevant tertiary qualification.
