**_Fixed Term Part time for 6 months; 0.7 EFT_**

The purpose of the purchasing officer is to ensure the efficient, cost-effective and timely procurement of goods and services for the organisation in accordance with all policies and procedures.

The Purchasing Officer will ensure that all purchases are made with integrity and in accordance with the highest quality standards. The purchasing officer will review purchasing requests and associated documentation to ensure accuracy and completeness, while engaging and communicating with internal stakeholders to ensure that all purchasing requirements are met. The purchasing officer will also be responsible for developing and maintaining strong relationships with external vendors and suppliers to ensure competitive pricing and quality of services.

The Purchasing Officer will pay close attention to detail, ensuring that all purchases are accurate and compliant. The purchasing officer will also be expected to review purchasing policies and procedures on a regular basis, making recommendations for improvements as needed.

Roles and responsibilities include, but are not limited to:

- Develop and implement purchasing policies and procedures, and ensure compliance against those policies and procedure
- Develop and implement purchasing systems that meet a range of business needs
- Research and evaluate suppliers to ensure best value and quality of goods and services
- Negotiate contracts, pricing and delivery terms with suppliers to ensure goods and services are purchased at a competitive rate and meet the business needs of the organisation.
- Analyse market trends and pricing strategies
- Monitor supplier performance and quality of goods and services.
- Establish and maintain effective relationships with suppliers and all key stakeholders.
- Coordinate with other programs and services to determine purchasing needs.
- Create and manage purchase orders.
- Manage purchasing approvals in line with the organisations Delegations Policy.
- Maintain accurate records of purchases, pricing and supplier data
- Ensure timely delivery of goods and services
- Oversee the receipt and inspection of goods.
- Oversee the distribution of goods across the organisation.
- Maintain stock of centralised goods and supply of centralised services.
- Conduct stock takes/inventory on centralised goods and services and ensure they are ordered on time.

**Key Selection Criteria**

Essential qualifications, attributes and skills include, but are not limited to:

- Certificate 4 in Business Administration (or equivalent)
- At least 12 months experience of working in a purchasing role
- Demonstrated experience in establishing and/or reviewing purchasing systems
- Experience of managing internal and external stakeholders
- Experience in contract negotiation and contract management
- Experience of using Microsoft packages and databases
- Ability to identify and solve problems quickly
- Highly developed organisational skills, with the ability to manage competing priorities.
- Exemplary time management and priority setting skills
- Ability to work with others from diverse backgrounds
- Flexibility and adaptability
- Competence in office-based computer packages and databases, including Word and Excel
