About us As a department our purpose is to help the community to prevent, prepare for, respond to and recover from the impact of fire and emergency events. Queensland Fire and Emergency Services (QFES) is the primary provider of fire, rescue and emergency management programs and services throughout Queensland. The department encompasses the Fire and Rescue Service, disaster management services, the Rural Fire Service and the State Emergency Service, and also supports other volunteer groups providing emergency response to Queenslanders. QFES is one department with many services, many capabilities and many partners. Purpose of role Incident Management (IM) Capability Development will predominantly focus on developing the future IM capability development needs for the organisation and delivers on QFES emergency management strategies, through effective command and control of tactical, operational and strategic IM functions. The team contributes to reviewing the QFES' IM Training Framework to deliver a defined, understood, consistent framework based on Australasian Inter-Service Incident Management System (AIIMS) principles, that is flexible and scalable to manage all hazards. This work will be required to meet the needs of the organisation in conjunction with the QFES Reviews and other external assurance body recommendations. Reporting to the Executive Manager, you will be a key member of the team, contributing to review, development and implementation of policies, procedures, systems and communications to meet business objectives, along with providing advanced administrative support to the functions of the unit. You will work with internal and external stakeholders to review, design and develop a range of flexible learning material and resources, for IM training delivery and development, which can be applied consistently across the state. You will also be responsible for ensuring learner and instructor qualifications meet compliance and legislative standards, for Registered Training Organisation compliance. Key requirements Highly desirable requirements - Have a current Certificate IV in Training and Assessment qualification or the ability to obtain the qualification, within a mutually agreed timeframe. - High level understanding of AIIMS and QFES operational concepts. - High level knowledge and/or experience working in Operational Coordination Centre's, along with knowledge and understanding of Disaster Management arrangements. - Hold or the ability to obtain, Level 1 Procurement Queensland Government purchasing qualification. Special requirements - It is expected that the incumbent will participate in an out-of-hours roster during emergency event operations. This may require work outside of normal working hours (e.g. night shift), including weekends, working extended hours and may include deployment to other parts of the state. Your key accountabilities Your part in the ongoing success of our department, in supporting key frontline services will see you responsible for a variety of work, including, but not limited to: - Provide high level administrative and project support, including maintaining document management systems, filling and financial administration, and reporting to ensure business objectives are achieved. - Contribute to the design, development, evaluation and review of training curriculum, content and materials to ensure currency and alignment with IM training and national competency frameworks, which support departmental operational planning capability. - Assist in the research and evaluation of operational activities, including post incident analysis relating to the provision of disaster and IM systems, processes and products and provide recommendation for improvement. - Develop and implement best practice strategies, directions and objectives to enhance service delivery and operational capability, and monitor outcomes against performance during activation. - Develop and maintain strong relationships with internal and external stakeholders and ensure IM capability development information is shared between regions, other emergency services and agencies, through timely communication and liaison. - Assist with the preparation and review of reports, briefing notes, submissions or other correspondence, in accordance with organisational requirements. - Research, analyse and observe, trends and issues, which contribute to the assessment of IM capability development products, and provide recommendations to ensure quality decision making. - Undertake and support operational duties during emergencies and disasters and work within a dynamic environment, fostering teamwork and actively participate in performance and development programs.
